Job Overview
This role involves managing hydrocarbon operational activities within the oil and gas sector, ensuring effective collaboration with all relevant stakeholders to maximize social and economic benefits.
Key Responsibilities
- Oversee review processes for all drilling activities including well design documentation prior to drilling commencement for any field or area.
- Manage monitoring programs for various well types (production platform wells, injection wells, subsea wells) ensuring compliance with periodic inspection and maintenance standards aligned with global industry benchmarks.
- Plan quarterly well abandonment report reviews covering abandonment justifications, environmental impact assessments of proposed operations, and mitigation strategies to reduce such impacts.
- Supervise examination of oil companies' requests for additional water needed in exploration and drilling, assess water quality, review sources availability, and evaluate required boreholes and target aquifers.
- Administer review and follow-up on development plans and programs submitted by licensees in concession areas, including annual exploration plans, quarterly exploration reports, annual discovery assessment plans, annual development plans, quarterly development summaries, and bi-annual production activity reports.
- Review annual hydrocarbon reserve reports per reservoir and field, plus any new data significantly affecting reserve estimates.
- Coordinate review of monthly and annual production reports.
- Manage activities related to discovery report evaluations.
- Oversee monitoring and implementation of licensee plans and programs ensuring compliance.
- Review and analyze licensee requests, provide feedback, and recommend approval or rejection according to applicable laws and regulations.
- Offer technical support to licensees on related matters.
- Supervise technical assistance in investigations of petroleum-related incidents including well blowouts, oil spills, and pipeline leaks.
- Manage field supervision of new discoveries, including follow-up on testing and related studies.
- Facilitate monitoring and evaluation of geological and engineering studies conducted by licensed companies to sustain production levels.
- Conduct technical reviews of drilling methods employed by licensees, assessing operational success and advising on improvements.
- Support development of technical training programs for department staff and oversee related projects backed by companies and governmental entities.
- Represent the department in committees associated with competitions, projects, contractors, and joint company committees.
- Provide expert representation at technical conferences, meetings, and relevant internal and international forums.
Qualifications & Experience
- Bachelor's degree in an engineering discipline, administrative sciences, or any related field.
- A master's degree in an engineering discipline, administrative sciences, or related field is preferred.
- Minimum of 10 years of professional experience in the relevant field.
