Overview
GovCIO is actively seeking a Basing Team Officer Assistant to provide dedicated support to the Director of Operations, J-4. This role involves assisting in the comprehensive development, execution, oversight, and management of U.S. engineering and basing initiatives within the CENTCOM Area of Responsibility, based in Doha, Qatar.
Key Responsibilities
- Support the Director of Operations, J-4, in overseeing U.S. base transitions, infrastructure programs, and projects including environmental compliance and real estate coordination.
- Collaborate effectively with various agencies and engineering programs to ensure smooth basing operations and plan oversight.
- Assist in formulating forward-looking plans to aid policy formulation and execution related to base closures, site transfers, and expansions.
- Provide advice to the J-4 ensuring adherence to statutory requirements concerning accountability of equipment, facilities, contracts, and environmental concerns leading to final site turnover.
- Facilitate synchronization of engineering deconstruction activities and track critical metrics and commander's critical information requirements (CCIRs).
- Contribute to the drafting of Standard Operating Procedures (SOPs), reports, and prepare briefings for General Officer level meetings and forums.
- Support the achievement of specific campaign plan objectives as defined by the Contracting Officer Representative (COR).
Qualifications and Requirements
- Must hold a Secret security clearance.
- High school diploma with 8 to 12 years of experience or equivalent relevant experience.
- Military background in logistics within the U.S. Army, Air Force, or Marine Corps, with a minimum rank of Warrant Officer CW3 or Commissioned Officer O3.
- At least 10 years of experience in contract and program management, with solid knowledge of Department of Defense procurement and contract execution, especially regarding construction and service contracts.
- Capacity to swiftly adapt to evolving requirements, unforeseen incidents, and high-pressure circumstances.
- Proficient in managing available resources efficiently during time-sensitive scenarios.
- Must be qualified to operate leased vehicles during travel.
- Preference given to candidates with prior experience supporting U.S. Military Special Operations.
