Role Overview
The Roads & Utilities Analyst forms part of the Roads & Utilities team within Asset Operations, which governs service delivery and regulatory compliance of water infrastructure works. This role supports implementing and managing standardized national practices for Road Opening Licences and reinstatements, facilitating coordination with external utilities and stakeholders such as rail, electricity, gas, waterways, and telecoms. The position involves working primarily from the office but requires occasional site or stakeholder meetings.
Key Responsibilities
- Develop and manage effective road opening licence procedures ensuring compliance with regulatory and industry standards including Department of Transport and TII guidelines.
- Support regional teams in managing crews engaged in road opening and reinstatement tasks.
- Administer road opening licences including defect handling, reporting, and collaboration with relevant teams and contractors.
- Procure and oversee permanent reinstatement contractors maintaining adherence to contracts and compliance norms.
- Utilize various IT systems for documentation, reporting, licence management, work order processing, and financial transactions across platforms such as Microsoft Word, Excel, PowerPoint, Power BI, Maximo, Oracle, GIS, and MapRoad Licensing.
- Monitor contractor performance, manage customer complaints, and ensure regulatory compliance related to works.
- Build and maintain collaborative relationships with road authorities and utility providers, and coordinate internally across multiple departments.
- Promote and maintain knowledge of relevant standards including the Purple Book and TII National Road Specifications.
- Report on performance indicators, maintain safety, environmental, and quality compliance, and follow traffic management requirements during project execution.
- Participate in relevant training and uphold information security standards per regulatory requirements.
Qualifications and Experience
- Relevant tertiary qualification preferred or equivalent practical experience, with minimum three years in engineering or related roles, preferably involving roads or utilities management.
- Proficient in IT applications such as Microsoft Office suite, Maximo, Oracle, GIS platforms, and licensing software.
- Excellent communication, interpersonal and stakeholder management skills.
- Valid full category B Irish driving licence; additional licence categories advantageous.
- Experienced in coordinating complex operational works with multiple stakeholders and handling commercial contracts and risk mitigation.
- Familiarity with legislation and standards related to public road works (e.g., Purple Book, TII Specifications) is desirable.
- Accreditations such as LASNTG road opening and reinstatement and Safe Pass are advantageous.
