Role Overview
The Resource Proposal Specialist plays a crucial role in crafting detailed, compliant candidate submissions tailored for Federal Government and professional services contracts, primarily within the IT and digital consultancy sector. The specialist collaborates closely with recruiters, candidates, account managers, and proposal teams to convert resumes, experience, and qualifications into persuasive and accurate proposals aligned with Statements of Work and evaluation criteria.
Key Responsibilities
- Collaborate with recruitment and bid teams to produce high-quality candidate proposals for Canadian government and professional services projects.
- Review and refine technical resumes, project summaries, and professional experience to precisely meet solicitation requirements and evaluation standards.
- Interpret Statements of Work, resource category specifications, and both mandatory and rated evaluation criteria to assess candidate alignment.
- Match and validate candidate qualifications against solicitation demands, ensure experience years are accurate, and identify missing information.
- Prepare detailed candidate profiles, qualification overviews, compliance matrices, and evaluation grids.
- Collect and organize supporting documentation such as certifications, educational credentials, security clearances, and relevant project experience.
- Assemble submission packages and conduct thorough quality reviews for accuracy, uniformity, compliance, and submission readiness.
- Maintain templates and reusable content libraries to facilitate efficient and consistent proposal development.
- Assist in proposals across various domains including IT, cybersecurity, cloud computing, software development, data analytics, and digital transformation.
- Utilize AI and emerging technologies to enhance content creation, compliance checks, and operational effectiveness.
Candidate Qualifications
- Minimum 3 years’ experience preparing resource submissions, qualification summaries, compliance matrices, and evaluation documentation for Canadian federal or similar professional service procurements.
- Familiarity with Government of Canada procurement vehicles such as TBIPS, TSPS, ProServices, THS, or SBIPS.
- Strong interpersonal skills to extract detailed candidate information and reframe it effectively for proposal content.
- Expertise in tailoring technical resumes and validating credentials for technology consultant submissions.
- Proven experience completing mandatory and scored evaluation grids for governmental professional service bids.
- Ability to analyze and map candidate qualifications to solicitation needs, resource categories, and evaluation criteria accurately.
- Understanding of technical domains including software development, cloud platforms, cybersecurity, enterprise applications, data analytics, infrastructure, and digital transformation projects.
- Strong skills in interpreting and applying Statements of Work and solicitation requirements accurately to submissions.
- Exceptional writing, editing, proofreading, and document formatting proficiency.
- High attention to detail, excellent organizational skills, and ability to manage multiple deadlines effectively.
- Experience using AI tools like Copilot, ChatGPT, or similar for improving proposal content development is highly advantageous.
- Experience supporting proposals related to IT consulting, software development, cloud, cybersecurity, data, or digital transformation services is a plus.

Additional Information
The position is located in Ottawa, Ontario with a hybrid work setting. Candidates must have Reliability security clearance or be eligible to obtain it. The salary ranges from $65,000 to $80,000 per year and includes benefits.
