Role Overview

The RSS/LSS Program Manager will oversee technical assistance and capacity building projects within USP’s Global Health Medicines Safety portfolios in West and Central Africa. This role requires strategic independence and close coordination with USP headquarters and in-country consultants to meet program objectives and align activities with portfolio priorities. The candidate must be proactive, adaptable, and willing to engage hands-on to meet deadlines.

Key Responsibilities

  • Collaborate with Regional Lead and GHMS team in designing project activities.
  • Assist in planning and executing projects including workplan creation, meeting coordination, monitoring frameworks, and reporting alongside the M&E team.
  • Work with cross-functional teams across technical, M&E, and finance roles to deliver high-quality results within scope and budget constraints.
  • Manage deadlines and quality control of deliverables to ensure efficient and compliant project execution.
  • Develop terms of reference and oversee consultants, sub-awardees, and vendors ensuring adherence to donor and USP policies.
  • Compile timely reports and guarantee consistent collection and documentation of M&E data, contributing to global progress reports.
  • Identify and address potential project risks and delays to maintain smooth implementation.
  • Prepare communications for internal and external stakeholders including briefs, success stories, case studies, and presentations.
  • Contribute to budget planning and expenditure tracking, collaborating with finance to monitor financial aspects and forecasts.
  • Build and sustain effective partnerships with donors and key stakeholders, representing USP at relevant meetings.
  • Maintain meticulous records following USP and donor requirements.

Qualifications and Experience

  • Bachelor’s degree in pharmaceutical sciences, public health, or a related discipline is mandatory.
  • At least 5 years of progressive management experience in public health programs within low- and middle-income countries in Africa.
  • Proven experience engaging with senior officials in funding bodies, international organizations, private foundations, and health ministries.
  • Preferred: Master's degree in related field.
  • Preferred experience with international NGOs and national disease programs in similar contexts.
  • Strong understanding of regulatory systems for medicines in low- and middle-income countries.
  • Capability to participate in technical discussions on regulations, laboratories, and manufacturing and contribute to related deliverables.
  • Familiarity with donor requirements from agencies like US Government, World Bank, EU, Gates Foundation.
  • Proven track record of results orientation with meticulous attention to detail.
  • Adept at managing multiple priorities in a dynamic environment.
  • Excellent communication skills and professionalism when working with colleagues and external partners.
  • Team-oriented approach with commitment to partnership and change facilitation.
  • Strong interpersonal and organizational capabilities.
  • Highest ethical standards and integrity.
  • Experience working in diverse cultural settings.
  • Willingness to travel domestically and internationally up to 20% of the time.
  • Certifications such as PMP or CAPM are advantageous.
  • Fluency in French is required.
