Job description
About the Role
This position sits within the Central Banking & Development Platforms payment team, focusing on the upkeep and advancement of the MAS Electronic Payment System (MEPS+), domestic securities management systems, and the Special Singapore Government Securities system. You’ll play a central part in supporting interbank payments, overseeing government securities, processing trade settlements, and maintaining integrations with market infrastructures such as the Automated Clearing House (ACH).
Key Responsibilities
- Lead software engineering initiatives to drive modern software practices, emphasizing continuous integration, delivery, and deployment for improved code quality and faster releases.
- Design and enforce comprehensive testing protocols across functional, performance, and security domains, ensuring software reliability.
- Architect, build, and maintain backend services, scalable cloud applications, and efficient data structures to support diverse business needs.
- Champion infrastructure-as-code methodologies, enabling seamless integration and operationalisation of complex systems across the organization.
- Direct both frontend and cloud solutions, weighing technical trade-offs to optimize outcomes.
- Set technical directions on software architecture, carefully balancing functional with non-functional requirements.
- Review source code produced by vendors to ensure full adherence to the pre-approved system design.
Required Qualifications
- Demonstrated leadership experience in software engineering teams and delivery of complex technology projects.
- Expertise in Agile frameworks, modern version control, and DevOps practices such as CI/CD and pipeline management (preferably with Jenkins, GitHub, GitLab).
- Strong background in J2EE, excellent SQL abilities, and proficiency with shell scripting.
- Deep knowledge of microservices, RESTful APIs, server-side architectures, containers, and Kubernetes ecosystem.
- Hands-on experience with infrastructure like RHEL, JBOSS EAP, OpenShift, OpenStack, Maven, Oracle Database, Microsoft SQL Server.
- Experience building robust frontend interfaces with React or Angular and developing back-end services in Python or Java.
- Sound understanding of database schema design and storage optimization.
- Proven record in secure coding, application security testing, and integrating automated test suites (such as Selenium or Watermelon) into DevOps processes.
- Proficiency with Git and Docker.
- Strong verbal and written communication to bridge technical concepts for various audiences.
- Adept at streamlining technical operations, managing operations backlogs, and driving automation to boost efficiency and minimize release timelines.
Desirable Experience and Skills
- Hands-on work with cloud solutions (e.g., AWS), and experience monitoring production workloads for stability and performance.
- Understanding of S.W.I.F.T messaging platform integrations.
- Relevant professional qualifications (Java, AWS architecture, Kubernetes) are valued.
- Background in digital government technology deployments.
