Role Overview
The Lead Programme Manager will oversee the comprehensive planning, governance, and execution of family-related digital initiatives under the Ministry of Culture, Community and Youth (MCCY). This role ensures programs are aligned with Ministry and Whole-of-Government priorities and are designed to deliver effective, measurable outcomes. It requires close collaboration with internal policy teams, delivery agencies, and external partners to drive successful project delivery.
Key Responsibilities
- Translate policy goals into clear program objectives, outcomes, and implementation plans for family-related projects.
- Develop and maintain long-term program plans that align with Ministry and government-wide strategies.
- Provide strategic counsel to senior leadership on feasibility, risks, and trade-offs related to program implementation.
- Set up and enforce governance mechanisms including decision-making forums and escalation procedures.
- Manage program scope, schedules, budgets, and interdependencies across multiple projects and vendors.
- Ensure adherence to public service policies, financial regulations, and audit standards.
- Track program performance against KPIs, and initiate timely risk mitigation and course corrections.
- Lead periodic reviews, program evaluations, and incorporate lessons learned for continuous improvement.
- Foster strong working relationships with internal divisions, statutory boards, government partners, and service providers.
- Coordinate effectively with policy, operations, digital, finance, and legal teams to facilitate seamless delivery.
- Represent the Ministry in inter-agency discussions and working groups concerning family programs.
- Oversee program financials, budget submissions, and resource allocation prudently to ensure value-for-money outcomes.
- Enhance internal program management capabilities through development of standards, tools, and best practices.
- Mentor officers and project leads in program and project management disciplines.
- Promote a culture of data-driven decision-making and continuous process improvement.
Candidate Profile
- Minimum 8 years of relevant experience in programme management, policy execution, or delivering complex large-scale initiatives.
- Demonstrated ability to manage multifaceted programs involving diverse stakeholders with policy, operational, or digital delivery aspects.
- Exceptional written and verbal communication skills, with proven experience developing impactful presentations and documentation.
- Deep knowledge of programme and project management methodologies such as outcomes-based management, benefits realisation, and risk control.
- Proficient in governance frameworks, financial oversight, and performance monitoring.
- Skilled at interpreting policy objectives into actionable programs.
- Strategic thinker and practical problem solver comfortable with ambiguity and complex environments.
- Resilient, highly organized, and focused on delivering outcomes.
- Proven interpersonal skills with the ability to engage stakeholders across organizational levels.
