Job Summary
We are looking for a seasoned HR Operations Manager to take charge of the organization’s human resources operations and ensure alignment with internal policies, Saudi labor requirements, and relevant government rules. This role owns the full employee lifecycle, maintains HR systems and workflows, and drives compliance across Qiwa, Mudad, GOSI, Hadaf (HRDF), and Saudization (Nitaqat) obligations while improving overall HR service delivery.
Key Responsibilities
HR Operations
- Direct the daily HR operations agenda to ensure services are delivered efficiently, accurately, and in line with compliance expectations.
- Manage the complete employee journey, from onboarding and contract handling to record updates, transfers, promotions, leave tracking, and exit processing.
- Design, roll out, and refine HR policies, procedures, and operating processes to improve effectiveness.
- Maintain complete, accurate, and confidential employee documentation and personnel files.
- Guide and develop HR Operations team members through supervision, coaching, performance reviews, and growth planning.
Government Platforms & Compliance
- Handle all Qiwa-related transactions, including contract management, transfers, work permits, establishment activities, and adherence to Ministry of Human Resources requirements.
- Manage payroll execution and WPS compliance through Mudad, ensuring salaries are processed and reported on time.
- Administer GOSI registration and compliance, including new enrollments, record changes, and end-of-service actions.
- Work with Hadaf (HRDF) on wage support initiatives, training programs, and employer incentive schemes.
- Build and track Saudization (Nitaqat) actions to meet and sustain localization targets.
- Stay current on changes to Saudi labor regulations and ensure the organization remains compliant.
- Liaise with government bodies on audits, inspections, and regulatory submissions or requirements.
Payroll & Employee Services
- Coordinate payroll preparation and checking together with Finance.
- Ensure correct administration of benefits, allowances, leave balances, overtime, and end-of-service entitlements.
- Quickly resolve payroll-related issues and employee questions.
- Track attendance, leave usage, and HR operational performance indicators.
Employee Relations
- Address employee relations matters, disciplinary cases, grievances, and investigations in line with company policy and Saudi Labor Law.
- Support business leaders and department managers with practical HR advice and operational guidance.
- Encourage employee engagement efforts and continuous improvement activities.
Reporting & HR Systems
- Oversee HRIS administration and safeguard data accuracy and integrity.
- Create HR dashboards and reports covering headcount, attrition, Saudization, payroll, recruitment, compliance, and workforce trends.
- Keep documentation audit-ready for internal reviews and external examinations.
Qualifications
- A bachelor’s degree in Human Resources, Business Administration, Management, or a similar discipline is required.
- At least 8 years of progressive HR experience, including 5 years or more in an HR Operations leadership role.
- Strong working knowledge of Saudi Labor Law and established HR practices.
- Hands-on experience with Qiwa, Mudad, GOSI, Hadaf (HRDF), Muqeem, Absher Business, and related government HR systems.
- Professional HR credentials such as SHRM-CP, SHRM-SCP, PHR, SPHR, or CIPD are an advantage.
