Role Overview
The Defense Travel Administrator will be responsible for managing the Defense Travel System (DTS) within the command. This includes collaborating with financial management teams, travel card vendors, Army Headquarters, and the Defense Travel Management Office to oversee day-to-day operations of the system. The role involves delivering presentations on DTS usage, per diem rates, travel entitlements, and transportation policies.
Core Duties
- Manage and administer the Defense Travel System for the assigned command.
- Coordinate with financial and military organizations to facilitate system operations.
- Conduct briefings related to travel systems, entitlements, and authorization procedures.
- Offer training, guidance, and support to staff and travelers regarding the DTS and travel processes.
- Act as the Agency Organization Program Coordinator (AOPC) and Hierarchy Level 3 (HL-3) for the Government Travel Charge Card (GTCC) program.
- Maintain secure databases of user information and control access related to privacy and travel documentation.
- Interpret applicable Joint Travel Regulations (JTR) and Department of Defense instructions for personnel.
- Address and resolve technical, administrative, and operational issues related to the DTS to meet operational objectives.
Qualification Requirements
- Applicant must pass a background suitability/fitness investigation.
- Male applicants born after December 31, 1959, must complete Selective Service registration certification.
- Proof of U.S. citizenship is mandatory.
- Compliance with the Exceptional Family Member Program requirements as per DoD Instruction 1315.19.
- Ability to meet employment and employee return rights under DODI 1400.25, Employment in Foreign Areas.
- Mandatory direct deposit of salary.
- Applicants residing overseas under ordinary residence status are ineligible under the Status of Forces Agreement.
- Must obtain and maintain necessary country/theater clearance per the Foreign Clearance Guide.
- Must maintain valid no-fee passport, visas, vaccinations, and pre-employment screenings as required.
- Financial Management Level II certification required as per NDAA 2012 Section 1599d.
- Position designated as "Mission Essential" requiring presence during emergencies or severe weather.
- Must be able to obtain and maintain Secret security clearance, involving background and credit checks.
Experience and Application Eligibility
- This is a term appointment not exceeding 3 years, possibly extendable to 5 years for promotions.
- Eligible applicants include current Department of Army civilian employees applying for time-limited assignments.
- Specialized Experience: Minimum of one year at GS-13 level or equivalent, involving resource advocacy and planning, detailed program analysis including cost and scheduling, and synthesizing data for leadership briefings.
- Federal service time-in-grade requirements apply for current GS employees.
- No educational qualification required to apply.
Additional Information
- An initial one-year probationary/trial period will assess fitness and contribution.
- No locality pay is applicable due to overseas location.
- Educational and early intervention services are provided for eligible children per DoDEA and DoD directives.
- Employees and families are responsible for medical and dental care costs overseas; military medical facility access is limited and reimbursable.
- Pay retention may be considered for selected candidates but is not an incentive for overseas transfers.
- Foreign area benefits such as LQA, government quarters, and home leave eligibility are determined at hire following Department of State guidelines.
- Local laws may affect benefits for domestic partners or spouses; candidates should clarify prior to acceptance.
- This role falls under the CP-11 Comptroller Career Field.
- Permanent change of station payments follow Joint Travel Regulations; IRS treats most entitlements as taxable.
