Contracts Engineer - Drilling & Completions

Role Overview

We are seeking a Contracts Engineer specializing in Drilling & Completions (D&C) to join our team in Qatar. This role integrates both technical expertise in Drilling & Completions and strong contracts management skills to oversee and support contracting and procurement activities involved in large drilling programs.

Key Responsibilities

• Lead and provide technical, commercial, and functional guidance on all contracting phases, including preparation of Invitations to Tender (pre-award), management of contract changes (post-award), and support for contract close-out actions.
• Develop and present strategic recommendations and reports to management and tender committees.
• Coordinate cross-functional activities and queries involving Supply, Procurement, Legal, HSE, and Technical Quality departments to ensure compliance and optimize value while meeting deadlines.
• Lead communication and contractual responses to drilling and completions contractors.
• Prepare and align multiple types of management reports and data from the department’s perspective.
• Promote company core values and embed a culture focused on safety, health, environment, and quality excellence.

Pre-Award Duties

• Oversee a portfolio of existing D&C contracts by evaluating suitability for new campaigns, optimizing contracts, conducting technical evaluations for scope additions, estimating cost impacts, and managing change orders and amendments.
• Develop new D&C contracts by defining technical specifications, shaping tender strategies, supporting tender activities, conducting technical and commercial bid evaluations, and assisting negotiation processes.
• Assess commercial risks and develop risk mitigation strategies ensuring tender and contract program adherence.
• Lead technical evaluations of contractor bids, manage clarifications, and guide report preparation.
• Evaluate alternative bid submissions from both technical and commercial perspectives.
• Collaborate with internal D&C teams and stakeholders such as Supply and Subsurface Business Support to improve contract effectiveness and aid tender/procurement processes.
• Support preparation of tender committee documents and mentor national engineers and junior team members.

Post-Award Duties

• Execute contract administration activities such as contract management plans, claim mitigation, change orders, and contract close-out for D&C contracts.
• Review and update ITT templates and exhibits to align with company general terms and conditions.
• Coordinate with Supply and Subsurface Business Support to facilitate change orders and procurement operations.
• Support tender committee documentation and submissions.

Education and Experience

• Bachelor's degree in Commerce or Engineering from an accredited university.
• At least 8 years of post-degree experience, encompassing engineering and contracting roles in extensive offshore drilling and completions rig programs.
• Solid technical knowledge of Drilling & Completions equipment, materials, and services, including Jack-up rigs, directional drilling, drilling fluids, OCTG, cementing, liner systems, completion equipment, wellheads & trees, wireline, coiled tubing, perforating, acid stimulation, fishing, and milling.
• Proven experience in D&C contract strategies, tendering, awards, contract administration, and negotiations for major programs.
• Experience in the Middle East region is preferred.
