About the Role
We seek a Business Development Manager specialized in Offshore Energy to spearhead expansion of our offshore energy offerings in Saudi Arabia. This position is embedded within the Energy business unit and primarily targets securing Saudi Aramco's Offshore Maintain Potential Program (MPP) contracts, alongside a secondary focus on offshore and marine projects under the Ministry of Transport and Logistic Services and Mawani.
Key Responsibilities
- Develop and implement targeted capture strategies for Aramco’s Offshore MPP scopes including platform tie-ins, jackets and decks, MOPU installations, subsea pipeline replacements, brownfield alterations, and platform longevity programs.
- Identify and cultivate relationships with stakeholders in Aramco’s Offshore Projects Department, Northern Area Oil Operations, Upstream Engineering Services, Marine Department, and Procurement & Supply Chain Management to influence decision-making.
- Monitor MPP package releases, EPCI tender cycles, and IKTVA compliance requirements to position the company and partners for prequalification, technical evaluation, and contract awards.
- Lead efforts to secure Long Term Agreements and execute call-off projects under Aramco’s offshore framework covering survey, mooring, foundations, inspection, Integrity Risk Management (IRM), and decommissioning services.
- Expand business within Mawani-led offshore and nearshore initiatives such as port expansions, marine infrastructure enhancements, dredging, hydrographic and geophysical surveys, mooring installation, quay-wall and breakwater projects, and offshore navigation aids.
- Engage with the Ministry of Transport and Logistic Services on national maritime strategies aligned with Saudi Vision 2030 and the National Transport and Logistics Strategy.
- Pursue framework agreements, Long Term Agreements, and tender opportunities initiated by Mawani and affiliated partners like Bahri, NSCSA, and other port operators.
- Manage the offshore opportunity pipeline using CRM tools, forecast revenue and margin by project programs, and direct bid strategies, pricing, risk assessment, and contract negotiations in collaboration with internal and alliance teams.
- Oversee proposal generation alongside the proposals team and partners ensuring compliant and competitive submissions.
- Maintain comprehensive intelligence on Saudi Arabia’s offshore market, track competitor activities, and advise on strategic positioning and pricing.
- Serve as the main commercial liaison with offshore alliance partners, coordinating joint commercial efforts, workshops, and client interactions.
- Represent the company at key industry events such as ADIPEC, Saudi Maritime Congress, Aramco supplier forums, and Mawani industry days.
Qualifications & Experience
- Bachelor’s degree in Engineering (Mechanical, Petroleum, Marine, Civil/Structural, Subsea), Geoscience, or equivalent technical discipline. MBA is advantageous.
- 8 to 12 years of progressive business development or commercial experience in offshore oil & gas or marine sectors, with minimum 4 years engaging Saudi Arabian clients.
- Proven success in securing offshore contracts with Saudi Aramco and/or Mawani/Ministry of Transport, demonstrated by awarded projects and LTAs.
- In-depth understanding of Aramco’s prequalification processes including 9COM, SAP Ariba, and IKTVA guidelines, plus offshore technical standards (SAES, SAEP, SAMSS).
- Experience with Mawani tender procedures and Ministry of Transport procurement systems.
- Demonstrated leadership in managing complex offshore bids, often exceeding USD 10 million, involving EPCI, IRM, survey, mooring, foundation, and decommissioning scopes.
- Strong commercial skills in pricing, contract formats (FIDIC, LOGIC, Aramco/Mawani bespoke forms), risk sharing, and consortium formation.
- Excellent command of English, professional working knowledge of Arabic preferred.
- Located in or willing to relocate to Eastern Province (Al Khobar / Dhahran).
Preferred Attributes
- Direct experience managing Saudi Aramco offshore Long Term Agreements and Maintain Potential Program involvement.
- Proven track record in managing offshore LTA call-offs, scope growth, and renewals.
- Established relationships within Aramco’s Offshore Projects, NAOO, and Marine Departments and contracting networks supporting the MPP.
- Successful structuring of consortium or alliance bids that fulfill IKTVA and Saudization mandates.
