Position Description

This role is based in Columbia, Missouri at the Woodrail Centre location. The Missouri State Public Defender agency provides legal representation to individuals unable to afford an attorney in criminal cases, with a special focus on ensuring fair legal proceedings for children. The Children's Defense Team has specialized training to advocate for juvenile clients effectively.

Responsibilities

The Youth Mitigation Specialist is responsible for developing and presenting dispositional plans for juveniles charged with offenses that are criminal under Missouri law if committed by adults. Key duties include investigating alternative placement options aligned with the child's interests, preparing social science-backed mitigation plans focused on least-restrictive options, and supporting children and families through both pre- and post-adjudication phases.

  • Interview juvenile clients and document all case interactions.
  • Conduct collateral contacts with family members, educators, counselors, mental health professionals, community members, and social service providers.
  • Arrange witnesses and assist attorneys in preparation for hearings.
  • Recommend when expert assistance is needed to attorneys.
  • Collaborate with outside agencies to assess suitable placements consistent with the child's expressed preferences.
  • Prepare and submit alternative disposition plans in court proceedings.
  • Gather relevant documentation including educational, medical, prior placement, social service, and family services records.
  • Compile comprehensive social histories on clients for legal use.
  • Present written reports and plans as required.
  • Obtain letters of support for juvenile clients.
  • Maintain and update databases of facility bed availability and community resources; coordinate facility tours as needed.
  • Train and supervise social work interns assigned to the division.
  • Assist with grant writing and track data for funding and expansion of juvenile programs.
  • Conduct focused research on case-specific topics such as child development and mental health disorders.
  • Understand and, when suitable, challenge risk and needs assessments related to juveniles.
  • Stay current on social science research and adolescent brain development, sharing knowledge through training.
  • Apply knowledge of Deputy Juvenile Officer Standards to benefit the child clients.

Qualifications

  • Master’s degree in psychology, social work, sociology, or a closely related field is required; a Master of Social Work is preferred.
  • Working knowledge of social casework methods, client confidentiality, and legal juvenile representation.
  • Skills in interviewing, case history development, and establishing rapport even with resistant individuals.
  • Strong judgment and discretion in evaluating situations and making decisions.
  • Proficiency in computer applications relevant to daily responsibilities.
  • Ability to communicate and collaborate effectively with external agency staff.

Additional Information

This is a full-time, on-site position located in Columbia, Missouri. The selected candidate will receive a competitive salary consistent with State of Missouri pay scales and benefits, including a defined pension plan, generous leave and holiday allowances, and eligibility for health insurance coverage.
