Job description
Role purpose
This position leads the whistleblowing function, covering planning, enabling reporting of irregularities, overseeing the whistleblowing hotline/platform, and tracking the handling of reported violations and concerns. The aim is to help maintain a secure, healthy, and respectful workplace.
Strategy and planning
- Support the creation of the Audit Planning & Quality Assurance business plan so it aligns with ZATCA’s broader strategy.
- Prepare the operational plan for whistleblowing in alignment with the Audit Planning & Quality Assurance business plan and the Internal Audit strategic plan.
- Drive execution of whistleblowing initiatives and contribute ideas that help meet the organization’s strategic objectives.
Budget management
- Coordinate whistleblowing budget needs with senior leadership and contribute to the budgeting process.
- Monitor budget usage effectively and provide accurate updates on progress, issues, and constraints.
- Review and suggest initiatives that improve financial outcomes and reduce financial and operational exposure.
Whistleblowing planning and enablement
- Create policies, procedures, and reporting channels for irregularity disclosures.
- Build reporting frameworks that keep submissions consistent and standardized.
- Make sure reporting channels are available, accessible, and easy to use for suspected violations.
- Oversee internal agreements such as service level agreements and nondisclosure agreements.
- Encourage a speak-up environment by promoting awareness of the value of whistleblowing and ethical reporting.
- Protect employees and contractors and provide support that enables safe reporting of irregularities.
Investigation, support, and reporting
- Supervise the whistleblowing hotline/platform by receiving, reviewing, and recording complaints related to disputes, misconduct, and grievances.
- Escalate reported violations and concerns to the right functions, while handling complex investigations and identifying required corrective actions.
- Ensure urgent high-risk cases are resolved quickly with the support needed to preserve a positive workplace environment.
- Prepare reports with analysis, conclusions, and recommended improvements to reduce irregular and unethical behavior.
People management
- Take part in identifying and hiring key talent.
- Coach, guide, and support direct reports so they can perform according to established policies and procedures.
- Set performance goals, provide support, assess team performance, and give ongoing feedback.
- Build a strong-performing team environment and reinforce ZATCA values.
Education and experience
A bachelor’s degree in Business Administration, Law, or a closely related field is required. The role calls for up to 8 years of relevant experience, including a preferred 3 years at managerial level.
