Vice President of Technical & Engineering

Overview

This leadership role is responsible for directing the MPD Technical and Engineering function across all technical aspects of major projects. The position ensures that every project supports the organization’s strategic direction, meets agreed standards and financial objectives, and reflects strong professional best practices. It also provides technical oversight, encourages innovation, and promotes operational excellence across the full project portfolio.

Key Responsibilities

• Define a technical and engineering roadmap that supports broader business priorities, with emphasis on sustainability, environmental responsibility, value delivery, and excellence.
• Promote a culture of innovation and ongoing improvement by spotting and delivering engineering initiatives that create value for the business, MPD, and stakeholders.
• Ensure major projects remain aligned with the Airport Master Plan, Development Plan, and Capital Investment Programme to support future business growth.
• Provide project engineering support from initiation through commissioning and handover, working closely with other MPD sections and ensuring alignment with organizational strategy.
• Lead the design, development, and implementation of technical and engineering solutions for major projects using proven methods, systems, and standards.
• Develop and assess engineering business cases with stakeholders and finance using sound governance and established methodologies.
• Champion the adoption of emerging technologies that improve productivity and efficiency within the technical and engineering function.
• Guide technical and engineering projects to ensure delivery on schedule and within budget.
• Coordinate strategic systems support with other MPD sections and QR/MATAR departments so projects use current and appropriate technology.
• Make sure engineering systems and tools enable effective governance and project delivery across the major project portfolio.
• Lead technical input into portfolio, programme, and project management activities using best-practice systems and standards, while supporting QR Group companies and departments as needed.
• Ensure all work complies with relevant industry regulations, standards, and safety requirements.
• Monitor and evaluate the performance of consultants, PM/CMs, and contractors to support successful scheduling and project completion.
• Review and contribute to project documents such as letters, plans, reports, diagrams, and process maps.
• Identify technical and operational risks, close gaps through stakeholder coordination, and initiate process improvement and change management initiatives where needed.
• Apply engineering best practices and risk management throughout the project lifecycle, including safety management planning aimed at achieving zero accidents.
• Build strong internal and external working relationships that support mutually beneficial project execution.
• Stay current on industry developments and represent the airport in strategic matters when required.
• Chair stakeholder meetings, communicate technical objectives, and adjust plans based on constraints, performance data, and operational needs.
• Optimize resource allocation to improve efficiency, reduce costs, and ensure the right technical support is available for the project programme within time, budget, and scope limits.
• Contribute to recruitment for the Technical and Engineering section so the team has the right mix of skills and capabilities.
• Provide input on the MPD budget for technology investment and training to keep the section equipped for the project pipeline.
• Manage stakeholder relationships to strengthen collaboration across the team and with partners.
• Build a high-performing technical team through mentoring, coaching, and training that improves individual and team outcomes.
• Delegate tasks according to team members’ strengths, experience, and skill sets, and coordinate internal resources for engineering work execution.
• Carry out additional department duties assigned by the Head of Department.

Requirements

• Bachelor’s degree or an equivalent qualification, along with at least 10 years of relevant professional experience.
• Degree in Engineering, preferably in Civil, Mechanical, Electrical, or a related discipline.
• Chartered Engineer registration or an equivalent professional status.
• At least 20 years of formal engineering training and experience on large, complex projects.
• Minimum 10 years of experience on major international airport projects with capacity above 20 MAP; experience in an operating airport environment is preferred.
• Minimum 10 years of site experience.
• Between 7 and 10 years in senior management roles leading multidisciplinary engineering teams.
• Strong understanding of engineering design, planning, detailing, materials, systems, trade practices, and building construction, with specialization in Structural and/or Airfield Engineering.
• Proven success working in stakeholder-heavy environments.
• Solid working knowledge of engineering governance, assurance, regulatory, statutory, and compliance requirements.
• Demonstrated accountability for budgets, risks, and performance.
