Role overview

Breeze Airways is seeking a Vice President of Flight Operations who will also act as the company’s Director of Operations under 14 CFR Part 119.65. This position is based at the Cottonwood Heights, Utah headquarters and carries direct responsibility for operational control, regulatory coordination, and safety oversight across the airline. The role partners closely with the FAA Principal Operations Inspector to support compliance with company Operations Specifications (OpsSpecs), federal aviation rules, and internal operating standards.

The position is part of a broader mission to support a travel experience that is simple, affordable, and convenient, while improving guest experience through technology, ingenuity, and kindness.

Key responsibilities

  • Carry out all duties required to support Breeze’s operations and meet applicable regulatory obligations.
  • Serve as the accountable Director of Operations under 14 CFR Part 119.
  • Maintain deep working knowledge of aviation safety standards, 14 CFR Chapter I, OpsSpecs, maintenance and airworthiness rules, and company manual systems.
  • Oversee operational control for the airline’s air carrier certificate and related OpsSpecs.
  • Provide enterprise-wide operational leadership for the airline.
  • Build, update, and align flight operations policies, procedures, manuals, and memos to satisfy regulatory standards and maintain consistency.
  • Coordinate flight operations policies with corporate policies and procedures.
  • Review crew schedules and work with dispatch when needed to support lawful and efficient staffing.
  • Ensure flight operations personnel meet company standards for appearance, attendance, and conduct.
  • Confirm that all flight operations positions are filled by properly qualified, trained, and certified team members.
  • Oversee training, checking, and qualification programs for crew members, check pilots, instructors, and dispatchers, including outsourced training providers and simulator/device use.
  • Participate in pilot hiring decisions and review new hire pilot qualifications before offer issuance or new-hire class attendance.
  • Work with the Director of Flight Operations Training/Standards, fleet managers, and check pilots to standardize aircraft procedures.
  • Maintain required forms and records to support compliance with approved and accepted manuals.
  • Set and revise procedures for operational control.
  • Promote a strong culture of compliance and safety.
  • Ensure aircraft owned or operated by Breeze are used safely, correctly, and in accordance with all requirements.
  • Develop and implement policies to comply with applicable U.S., foreign, and other aviation regulations relevant to the airline’s certificate and OpsSpecs.
  • Keep manuals aligned with each other and ensure consistency across documents.
  • Maintain RVSM and LLM authorizations for applicable aircraft.
  • Step into the Chief Pilot role when needed.
  • Serve on the Continuing Analysis and Surveillance System (CASS) board.
  • Protect the integrity and security of electronic recordkeeping systems and control access to them.
  • Protect the integrity and security of the flight planning system and manage business partner access.
  • Approve, sign, and request changes to OpsSpecs.
  • Send FAA correspondence, manual updates, OpsSpecs revisions, notices, and other related submissions.
  • Review operational data and use it to identify improvements to procedures and performance.
  • Develop budget recommendations and monitor divisional spending.
  • Track the quality, effectiveness, and compliance of flight training and checking activities.
  • Complete assigned duties and any additional objectives set by the COO.
  • Establish and adjust approved areas, routes, and airports for operations.

Minimum qualifications

  • To qualify as Director of Operations under 14 CFR Part 119.65(a), the candidate must meet the listed FAA experience standards.
  • At least 3 years of supervisory or managerial experience within the last 6 years in a role that exercised operational control over Part 121 large aircraft operations.
  • At least 3 years of pilot-in-command experience under Part 121 or Part 135 in large aircraft in at least one aircraft category used by Breeze, as defined in 14 CFR Part 61.5(b)(1).
  • For first-time Director of Operations candidates, the PIC experience must have been earned within the past 6 years.
  • Unrestricted FAA Airline Transport Pilot certificate with an airplane multi-engine class rating.
  • Ability to obtain or already hold a valid U.S. driver’s license.
  • Ability to obtain or already hold a valid passport.
  • Ability to travel freely to and from the United States.
  • Ability to pass a DOT pre-employment drug test.
  • Ability to pass a TSA fingerprint-based criminal history check and a Breeze background check.
  • Ability to read, write, speak, and understand English.

Preferred background

  • Prior Director of Operations experience.
  • Prior experience with a Part 121 carrier.
