Vice President Contracts & Commercial

Role overview

This position leads the Commercial, Contracts, and Finance teams, with overall responsibility for commercial and contractual support across major projects. The role focuses on developing commercial strategy, coordinating stakeholders, tracking progress, assessing contract risk, analyzing benefits, controlling costs, and managing the full lifecycle of contracts from creation through closure. It also includes oversight of the performance of appointed cost consultants.

Key responsibilities

• Direct project processes so major projects are delivered within approved budgets, timelines, safety standards, and procurement approaches.
• Track the performance and output of PMCMs, cost consultants, design consultants, contractors, and suppliers to ensure commercial and contractual alignment.
• Make sure major projects support the wider organizational strategy from initiation through commissioning and handover, working closely with other MPD sections.
• Handle the commercial side of engagements with PMCMs, consultants, contractors, and other parties, while ensuring contracts and legal matters support strategic goals.
• Manage procurement, contract administration, commercial administration, and cost control for projects from early stages through completion, applying strong commercial practices to maximize value and reduce risk and cost.
• Allocate project work across teams based on capability, experience, and strengths, while coordinating internal resources for several concurrent projects.
• Set up, maintain, and adjust cost control and contract management systems for all MPD projects.
• Prepare, review, and monitor budgets and cash flows with cost consultants, keeping project spend aligned with targets, timelines, and coordination needs.
• Oversee the development and monitoring of overall project budgets, ensuring supplier negotiations, expansion plans, and business strategy fit within financial limits.
• Review payment applications and invoices from consultants, contractors, and suppliers to confirm they comply with contractual terms.
• Check project letters, reports, and related documents to ensure they match contract requirements and internal procedures.
• Review proposals and tender documents, support tendering, evaluation, and recommendations, and ensure compliance with company tender processes for new and existing contracts.
• Advise on procurement strategy and oversee procurement execution to ensure adherence to tendering rules and procedures.
• Engage with internal teams, external parties, regulators, and project stakeholders to keep execution commercially compliant and minimize disruption to operations.
• Manage contracts with PMCMs, consultants, contractors, and suppliers, assigning tasks and clarifying deliverables in coordination with other MPD sections.
• Evaluate contract changes and variations, confirming the commercial basis, justification, and cost impact through a structured change control process.
• Establish and update systems and processes for contract, cost control, project management, and construction management, covering contract analysis, negotiation, governance, and closure.
• Support planning for project resources by assigning suitably qualified people according to project size and complexity.
• Help resolve contractual disputes by analyzing claims and extension-of-time issues, and by supporting purchasing and contract buy-out activities to ensure consistency and compliance.
• Assess time and cost implications of disputes and participate in dispute resolution methods such as mediation and arbitration.
• Provide regular project updates to the Senior Project Director, client, and stakeholders on contract strategy, changes, and progress.
• Prepare status reports for senior leadership, highlight deviations, and ensure corrective action is taken where required.
• Maintain effective relationships with cost consultants to support strong team collaboration.
• Lead commercial and budget meetings and workshops, communicate financial objectives, and adjust plans based on financial review as needed.
• Carry out any other department duties related to the role as assigned by the Head of Department.

Requirements

• A bachelor’s degree or equivalent is required, together with at least 10 years of relevant job experience.
• A recognized qualification in Quantity Surveying, Engineering, Construction Management, or a similar field, plus at least 25 years of relevant experience.
• At least 25 years of professional experience in quantity surveying and cost management for large or complex projects.
• At least 10 years of experience handling pre-contract and post-contract work on large international airport projects above 20 MAP or other large multi-phase projects; experience in an operating airport setting is preferred.
• At least 5 years of experience in contract administration for Project Management Construction Management and other consultancy contracts, such as design and cost consultancy.
• At least 10 years of site-based experience.
• Chartered Quantity Surveyor registration such as MRICS, or an equivalent professional status.
• Previous leadership experience across commercial, contract, legal, and finance functions.
• Working knowledge of aviation rules and regulations that apply to construction activities.
• Experience with quantity surveying and cost management software or systems.
