Job description
Position Overview
Reporting directly to the President/CEO, the Vice President & Chief Physical Facilities Officer (VP/CPFO) provides strategic leadership for the Facilities Services Department at Del Mar College. This role encompasses oversight of Physical Plant, Grounds, Building Maintenance (including Mechanical, Electrical, Plumbing), Facility Business Operations, Facilities Planning, Capital projects (design and construction), and Environmental Health & Safety (EH&S) activities. The VP/CPFO directs both long-term and short-term planning to advance the college district’s strategic objectives, ensures smooth facility operations, manages compliance with relevant regulations, and optimizes budget use.
Key Responsibilities
- Lead the development and execution of the Facilities Master Plan aligning with institutional goals, ensuring timely, budget-compliant, and sustainable project delivery.
- Oversee maintenance, repairs, construction, and regulatory compliance for all physical facilities across the district.
- Manage budgeting and financial responsibilities for facilities operations including capital expenditure planning and project funding.
- Establish and maintain preventative maintenance programs; prioritize and allocate resources for maintenance and repair activities.
- Provide executive oversight of Environmental Health & Safety policies, ensuring compliance with all local, state, and federal regulations, risk management, and safety training.
- Collaborate effectively with campus leadership and external stakeholders to phase and prioritize capital projects.
- Regularly report progress and updates to the President/CEO, Executive Team, and Board of Regents.
- Develop operational policies and procedures (SOPs) to maintain safe and efficient facility operations.
- Foster a culture of collaboration, respect, and accountability aligned with The Viking Way, supporting professional growth and an inclusive environment.
- Respond to other duties and strategic opportunities as assigned by college leadership.
Qualifications
- Master’s degree in a related field with at least 3 years of senior executive experience, or Bachelor’s degree with 5 years in a similar role.
- Minimum of 7 (for master’s) or 10 (for bachelor’s) years of experience encompassing managerial duties, supervising teams, managing multi-million dollar construction projects, strategic planning, budgeting, and regulatory compliance.
- Valid Driver’s License required.
- Demonstrated expertise in strategic facility planning and capital project management.
- Comprehensive knowledge of facilities maintenance systems, construction trades, and EH&S regulations.
- Strong skills in budgeting, resource allocation, personnel evaluation, and complex project management.
- Ability to balance and address needs across multiple campuses within a district system.
- Excellent leadership, communication, and collaborative capabilities.
- Experience with higher education institutions is preferred, including bond construction projects and capital expenditure processes.
- Professional background in engineering or architecture is advantageous.
