Job description

Role Overview

This role involves providing expert technical leadership to support the Transportation Network and Airfield Pavement Activity Management Plan (TNAP AMP) under a government contract at Al Udeid Air Base, Doha, Qatar. The position is part of the Air Force Contract Augmentation Program (AFCAP) and focuses on airfield pavement and transportation infrastructure management.

Key Responsibilities

  • Manage airfield pavements and transportation infrastructure to ensure safe and efficient movement of personnel, equipment, aircraft, and materials.
  • Offer strategic guidance across facilities and linear infrastructure portfolios at a senior level.
  • Support and provide expertise on Heavy Pavements and Airfield Pavements Sub-AMP duties.
  • Oversee lifecycle asset management of roads, bridges, parking areas, traffic control devices, walkways, rail systems, docks, and various safety and traffic management systems owned by the Air Force.
  • Provide recommendations to support investment decisions based on asset analysis, emphasizing asset visibility, requirements, planning, and performance.
  • Ensure asset inventories are sufficiently detailed to aid decision-making.
  • Assist in developing the Future Years Defense Program plus 3 years (FYDP+3) related to infrastructure pavements.
  • Conduct regular quality assurance reviews and gap analyses to guide data collection efforts.
  • Establish data standards for asset portfolios and advise on prioritizing inventories and condition assessments.
  • Support and oversee asset condition assessments, ensuring visibility and proper documentation of resulting data.
  • Coordinate with various operations and engineering teams to verify condition assessment methodologies and data adequacy.
  • Define and prioritize infrastructure requirements, integrating them across Sub-AMPs and identifying timelines for project planning and execution.
  • Identify and group work opportunities, providing rough cost and work estimates.
  • Lead biannual AMP working groups to review asset status, risk, project candidates, performance metrics, and objectives.
  • Update the Pavements Condition Index in PAVER with minimal errors following construction activities affecting the AMP.
  • Help develop metrics and key performance indicators to ensure efficient service delivery.

Qualifications and Required Knowledge

  • Bachelor's degree in Civil Engineering from an ABET-accredited institution.
  • Minimum of 5 years of experience in pavement construction, maintenance, and transportation infrastructure management.
  • Proficient with pavement management systems, preferably PAVER.
  • Equivalent to Air Force 5 level with 5 years’ expertise in pavement maintenance, including asphalt and concrete paving and pavement markings.
  • Prior Rest & Recuperation (R&R) experience preferred.
  • Experience acting as liaison for Traffic Safety Council and coordination with Sub-AMP managers.
  • Completion of specific AFIT courses (WENG 200, 400, 555, WMGT 241, 331, 341, 417 required; WENG 550 desired) via online or live broadcast after hiring.
  • Familiarity with NexGen IT and BUILDER SMS systems.
  • Strong decision-making abilities, excellent communication, and interpersonal skills.
  • Team leadership and collaboration skills within diverse and dynamic groups.
  • Robust problem-solving aptitude and sound judgment.
  • Proficient with Microsoft Office Suite and Project management software.
  • U.S. Navy personnel only; must have or be able to obtain a Secret U.S. Government Security Clearance (requires U.S. citizenship).
  • Valid state or international driver’s license and passport required.
  • Previous overseas government contracting experience is a plus.

Working Conditions and Physical Requirements

  • Capability to lift, carry, and push supplies weighing up to 50 pounds.
  • Preparedness for sudden relocation and working in challenging conditions.
