Tendering Engineer

Role overview

This position is for a Tendering and Pre-Tender Estimation Engineer focused on infrastructure and road construction work. The role involves building accurate pre-bid cost plans, preparing quotations, shaping competitive tender responses, and supporting commercial submissions across projects such as road marking, traffic safety, highway maintenance, and related civil works. The main base is Sharjah, while assignments and business activity extend across the UAE.

Key responsibilities

• Examine RFQs, tender packs, drawings, specifications, BOQs, and contract terms during the pre-tender phase.
• Perform detailed scope reviews, bid assessments, and early-stage analysis to understand project needs, commercial risks, and opportunities.
• Build precise cost estimates and price proposals for infrastructure, road construction, piling, diversion works, thermoplastic and cold plastic road marking, road studs, road accessories, footpaths, bus shelters, road signs, crack sealing, and similar traffic safety works.
• Set pricing for materials, labor, plant, subcontractors, preliminaries, overheads, and indirect expenses.
• Prepare technical and commercial tender submissions, quotation responses, RFQ replies, and pre-tender proposals for framework agreements, maintenance contracts, and project bids.
• Carry out quantity take-offs and productivity studies for both machine-based and manual road marking as well as wider infrastructure and road works.
• Gather, compare, and assess quotes from suppliers and subcontractors as part of the tender process.
• Work closely with procurement, operations, production, engineering, and project teams to confirm pricing assumptions, construction methods, and resource plans before submission.
• Develop rate build-ups for infrastructure works, road construction, piling, diversion activities, thermoplastic and cold plastic application, crack sealing, road stud installation, traffic sign installation, footpaths, bus shelters, road accessories, and manual hand-crew tasks.
• Keep cost, labor, equipment, and productivity databases current to support pre-tender and tender pricing.
• Flag exclusions, assumptions, clarifications, commercial risks, and value-engineering possibilities during bid preparation.
• Assist business development teams with prompt pricing for client inquiries, direct quotations, budget estimates, and urgent tender requests.
• Handle several pre-tender studies, quotations, RFQs, and tenders at the same time while meeting tight deadlines.

Ideal candidate profile

• Civil engineering background with exposure to infrastructure and road construction projects.
• Strong grasp of UAE market pricing, productivity benchmarks, and authority requirements.
• Proven track record of preparing estimates, quotations, RFQs, and tenders for infrastructure, road construction, road marking, traffic safety, piling, diversion, footpath, bus shelter, and road accessories work.
• Commercially focused with solid analytical ability, negotiation skills, and bid preparation capability.
• Able to perform effectively in a fast-moving environment with multiple client requests, pre-tender studies, quotation tasks, and tender deadlines.
