Role Overview
The Supply Chain Officer will coordinate and support procurement, asset handling, warehouse operations, and fleet-related activities at the Kampala office. The position requires ensuring that support services are delivered efficiently, on time, and in line with internal rules, donor expectations, and control standards, with consistent attention to value for money.
The role also includes strengthening asset management processes and internal controls. The officer will be responsible for maintaining accurate records, tracking and reconciling assets, ensuring proper care and maintenance, and supporting audit readiness and operational effectiveness through reliable inventory and fixed asset documentation.
Procurement Duties
- Review purchase requests and item forecasts to confirm they are complete, accurate, and compliant before they move forward.
- Keep procurement actions thoroughly recorded and traceable so that audit trails remain clear and documents can be retrieved easily.
- Help prepare and issue RFQs, RFPs, and other approved sourcing documents to prequalified and competitive vendors.
- Assist with the full procurement cycle, including sourcing, bid analysis, purchase order issuance, and contract follow-up, in line with organizational and donor rules.
- Take part in evaluating supplier submissions, checking invoices, analyzing bids, and drafting evaluation and award recommendation reports.
- Coordinate deliveries with suppliers, logistics staff, and internal requesters so goods and services arrive according to the agreed timeline and specifications.
- Support vendor reviews, market scans, and other procurement calendar activities that improve performance and value for money.
- Maintain an up-to-date list of reliable, vetted suppliers across different categories of goods, services, and works.
- Prepare periodic procurement updates for management and the department as required.
- Assist with mapping and profiling service providers in Kampala.
- Carry out other procurement-related tasks as assigned.
Asset Management Duties
- Handle the recording, reporting, safekeeping, and tracking of assets and equipment, including administrative, financial, capital, and operational aspects in line with IRC and donor rules.
- Implement asset policies and procedures at field office level, including control, maintenance, and tracking measures.
- Support timely asset verification, reconciliation, and reporting at grant close-out in coordination with Finance and Grants teams.
- Ensure all assets are accurately entered and updated in the Fixed Asset Register in accordance with IRC procedures, donor requirements, and reporting standards.
- Train and guide staff on asset stewardship practices and compliance with asset management policies.
- Ensure donated assets are managed in full compliance with donor requirements, including documentation, monitoring, and disposal in field areas.
- Carry out quarterly and annual physical counts and verifications, and report discrepancies such as losses, damage, disposals, unserviceable items, items under repair, returns to donors, or sold assets, together with corrective recommendations.
- Maintain internal controls that ensure all assets are accounted for, including the return of IRC property from staff at the end of assignments or contracts.
- Support monthly, quarterly, and annual spot checks and asset counts across field locations, ensuring records and supporting documents are complete and current.
- Confirm that insurable assets are covered appropriately and that claims for loss or damage are filed and followed up promptly.
- Contribute to compliance with supply chain policies and strengthen controls by helping implement corrective actions arising from internal audit findings.
Warehouse and Inventory Duties
- Help set up and organize storage spaces for office consumables, including practical layout, shelving, and basic controls.
- Track orders and coordinate with suppliers so deliveries arrive on time and as specified.
- Work with requesters to oversee receipt, checking, dispatch, and distribution of items, and ensure Goods Receipt Notes are created in Integra after delivery confirmation.
- Monitor stock movement and control inventory levels to avoid shortages, excess stock, or losses.
- Keep warehouses and storage areas clean, safe, secure, and compliant with IRC standards for health and safety.
- Maintain accurate stock documentation such as bin cards, stock cards, waybills, and gate passes, following required approval procedures.
- Prepare monthly and periodic inventory and stock status reports for management and donors as needed.
Fleet and Transport Support
- Work with the Head Driver to support vehicle schedules, movement tracking, and related documentation.
- Assist the administrative team in monitoring fuel records and ensuring fleet procedures are followed.
- Help coordinate vehicle maintenance and servicing follow-ups.
Compliance, Reporting, and Professional Standards
- Make sure supply chain activities follow internal policies and donor requirements.
- Contribute to procurement, inventory, stock, and asset reporting.
- Escalate risks, delays, and compliance concerns to the supervisor without delay.
- Adhere to the IRC Way standards of integrity, service, equality, and accountability, along with policies on safeguarding, conflicts of interest, fiscal integrity, wrongdoing reporting, retaliation protection, and corrective action when harm occurs.
Qualifications and Experience
A university degree in Procurement, Business Administration, Financial Accounting, Logistics, or a related field is required, and CIPS is considered an advantage. The role calls for at least 5 years of progressive supply chain experience covering planning, procurement, logistics, inventory control, and fixed asset management.
Applicants should bring strong problem-solving ability, clear communication, influence in matrix environments, coaching and training experience, project management capability, process mapping and documentation skills, and hands-on use of ERP systems, data warehouses, Excel, Word, and PowerPoint. Experience with finance and supply chain processes in non-governmental organizations is preferred.
