Job description
Role Purpose
Subsea7 is seeking a Site Administrator to act as the main administrative and documentation liaison between the onshore construction site and the project office. The role requires operation within a complex regulatory framework governed by Saudi Aramco standards and Saudi Arabian regulations, ensuring precise, prompt, and fully traceable management of all site documentation, permits, compliance records, and correspondence.
Key Responsibilities
- Implement and maintain the site document management system compliant with Saudi Aramco procedures and project requirements.
- Oversee the entire lifecycle management of site documents including Method Statements, Inspection and Test Plans, Permits to Work, Non-Conformance Reports, Field Change Requests, and Daily Progress Reports.
- Maintain detailed registers of all official communications between the site, project office, and Saudi Aramco representatives, ensuring timely handling and acknowledgment.
- Control distribution and retrieval of As-Built mark-ups, construction drawings, and technical submissions.
- Coordinate preparation, submission, monitoring, and renewal of all necessary local permits for onshore construction, liaising with municipalities and regulatory bodies such as Royal Commission, MOMRA, and MEWA.
- Serve as the focal contact for Saudi Aramco documentation requests, ensuring submission, tracking, and receipt of approvals within contractual deadlines.
- Keep updated registers for Saudi Aramco Construction Inspection Requests and Inspection Test Records, collaborating with QA/QC teams and inspection agencies.
- Act as the official administrative intermediary between subcontractors and project offices, ensuring formal documentation and timely resolution of inquiries and issues with full traceability.
- Manage subcontractor Requests for Information, Technical Queries, and deviation requests, coordinating response tracking and feedback to site teams.
- Maintain specific construction dossiers for pipelines including welding maps, records, test reports, and hydrostatic test documents.
- Document progress and testing related to land reclamation activities, encompassing earthworks, compaction tests, surveys, and waste management.
- Coordinate documentation for landfall preparation and pipeline pull-in operations, including inspections, permits, authority approvals, and monitoring logs.
Qualifications and Experience
- Bachelor’s degree in business administration, engineering, or a comparable field, or an equivalent professional credential.
- At least five years of experience in site administration within oil & gas or large-scale infrastructure construction projects.
- Prior exposure to Saudi Aramco or affiliated projects.
- Proven knowledge of Saudi Aramco document control and governmental inspection regulations.
- Experience managing site permits following the Kingdom of Saudi Arabia's regulatory standards.
- Competence in Microsoft Office applications and specialized document management software such as Aconex or Procore.
- Fluency in written and spoken English, with strong technical writing capabilities.
Working Conditions and Mobilisation
- This is a full-time, on-site role based at an active construction site in Saudi Arabia.
- Work schedule involves attendance 5 to 6 days per week based on workload demands.
- Working hours comply with the Project’s site schedule and Saudi Labour Law including health, safety, and environmental regulations.
- Compliance with Saudi Aramco site entry protocols is mandatory, including valid gate passes, HSE induction, and adherence to the Contractor Safety Management System.
- Onsite accommodation is provided for the successful candidate.
