Job overview

This role is focused on strengthening the security performance of metro and tram operations. The position involves tracking contractor compliance, working with outside authorities, and making sure security standards, emergency readiness, and information security requirements are properly applied across all rail systems.

Key accountabilities

The selected professional will assess the security performance of the operations and maintenance contractor across metro and tram stations, train and tram services, incident management, and car park operations. The role also includes reviewing security matters to confirm that current operations and long-term plans remain aligned with business needs.

Support will be required for reviewing and recommending by-law enforcement, security operating procedures, and work instructions, in coordination with RTA Operations. The job also covers reviewing cash handling and collection controls to support secure and compliant network operations.

Another important part of the role is coordinating with external agencies, including Dubai Police, on security issues, especially during special events and emergency situations.

Operational responsibilities

The role requires close monitoring of how the contractor manages security across rail operations, with attention to concession requirements and approved standards. Deliverables tied to security performance must be reviewed to ensure contractual commitments and service levels are being met.

The incumbent will coordinate with the contractor and emergency services to plan and carry out emergency drills and exercises in both routine and crisis conditions. After incidents, accidents, or security disruptions, the role includes evaluating root causes and recommending corrective actions and practical improvements.

Security risks and hazards in metro and tram operations must also be reviewed, with mitigation steps and preventive controls followed through. Performance against security targets should be monitored, and corrective measures should be suggested when gaps appear. The role also involves checking how effectively the contractor uses security manpower, facilities, and workload distribution to maintain cost efficiency.

Process and improvement focus

The position supports security input for new transit projects related to rail and tram systems, ensuring they fit with existing security plans. It also requires recommending and tracking initiatives that improve the effectiveness, efficiency, and resilience of rail and tram security operations.

Corrective actions arising from audits, investigations, and emergency drills must be regularly reviewed to ensure they create lasting improvement. The role further requires strict compliance with RTA information security policies, procedures, and processes, along with responsible handling of all internal and external data transfers.

Participation in information security training and awareness sessions is expected, and any security incident must be reported immediately.

Working conditions

Regular field visits are part of the job and may include metro and tram stations, depots, and control centres to verify the effectiveness of security procedures and system readiness. The role also requires being available on call during security incidents, special events, and emergencies to provide technical direction and coordinate with the contractor and emergency agencies.

Education and experience

A bachelor's degree or master's degree in law, legislation, or a closely related/equivalent field is required.

Applicants should have at least 6 years of relevant experience if they hold a master's degree, or at least 8 years of relevant experience if they hold a bachelor's degree.
