Job description

Role Overview

An established international contractor is looking for a seasoned Regional SHES Manager to lead Safety, Health, Environment and Security performance across a portfolio of major projects in the region. This senior position carries responsibility for providing governance, operational direction, and visible leadership to help deliver consistently strong SHES outcomes.

The role works in close partnership with Project Directors, Project Managers, SHES professionals, and client representatives to strengthen safe working practices, maintain compliance, and support efficient project delivery. It also involves overseeing serious incident reviews, assisting with project start-ups, coaching site SHES teams, and making sure SHES systems are applied consistently across all projects.

Strategic SHES Leadership

  • Guide and support SHES teams working across the region.
  • Roll out company SHES policies, standards, and proven good practices.
  • Champion a positive safety mindset and behaviour-based safety initiatives across projects.
  • Help senior leaders achieve operational and long-term SHES goals.
  • Keep corporate SHES expectations, client needs, and local regulations fully aligned.

Operational Oversight

  • Track SHES performance across several projects and company sites.
  • Examine and sign off project SHES plans, procedures, and related documentation.
  • Support mobilisation efforts by ensuring the right SHES systems, resources, and training are in place from the start.
  • Take part in SHES workforce planning and support hiring and growth of project SHES staff.
  • Check that risk controls are working and that management system requirements are being met.

Incident Investigation and Risk Management

  • Lead investigations into serious injury, fatality, and other major incidents.
  • Carry out root cause analysis and create corrective and preventive action plans.
  • Handle investigations with confidentiality, independence, and professionalism.
  • Make sure lessons learned are shared and applied across projects.

Stakeholder Management

  • Develop effective working relationships with clients, project leaders, subcontractors, regulators, and other external stakeholders.
  • Act as a subject-matter expert for SHES matters with Project Directors, Project Managers, and senior leaders.
  • Liaise with government bodies, regulators, and client representatives on SHES topics.
  • Support teams during audits, inspections, and client-facing reviews.

Governance, Compliance and Assurance

  • Check compliance with contract terms, legal obligations, and internal standards.
  • Carry out audits, inspections, and SHES performance reviews across project locations.
  • Support safety leadership, observation, intervention, and culture-improvement initiatives.
  • Recommend continuous improvement actions to raise SHES performance.

Training and Development

  • Coach and mentor Project SHES Managers and site-based SHES staff.
  • Support capability-building programmes and succession planning.
  • Deliver or facilitate training, coaching, and leadership development for project teams.
  • Encourage knowledge transfer and adoption of industry best practices.

Qualifications and Experience

The ideal candidate should hold a degree in Occupational Health & Safety, Environmental Management, Engineering, or a similar field, along with a NEBOSH Diploma, NVQ Level 6 in Occupational Health & Safety, or an equivalent professional qualification. ISO 45001 and ISO 14001 Lead Auditor certification is also required. Certification in TapRoot®, ICAM, Apollo Root Cause Analysis, or a similar investigation methodology is preferred.

Applicants should bring 12 to 15 years of SHES leadership experience gained on major construction, infrastructure, energy, industrial, or EPC projects. Experience with Tier 1 international contractors or large project organisations is important, along with a strong background supporting high-value capital works. Prior responsibility for regional or multi-project SHES functions is expected. Middle East and GCC experience is highly desirable.
