Role Overview

This regular, full-time Professional Officer 10 position sits within Housing, Addictions and Homelessness, under Property Services/Manitoba Housing. The role supports Manitoba Housing’s social housing rental program across the province and is based in one of several Manitoba locations, including The Pas, Thompson, Dauphin, Portage la Prairie, Selkirk, or Brandon. There are two openings available.

Key Responsibilities

As part of the department’s management team, the Senior Regional Director provides senior-level leadership and operational planning to improve the efficiency, quality, and consistency of Property Services across multiple districts. The position guides change, monitors operational, administrative, and staffing budgets, and helps set and track priorities across the region.

The branch’s work includes budget administration, planning and reporting, applications, tenanting, repairs and maintenance, and management of vacancies and arrears, all in line with established policies and procedures. The role also calls for strong communication and relationship-building skills when working with tenants from varied socioeconomic backgrounds to support stable and respectful tenancies.

Compensation and Benefits

Qualifications

Applicants should bring senior leadership experience managing large, multidisciplinary, and geographically dispersed teams, along with accountability for performance management, employee and labour relations, leadership coaching, priority setting, and creating a respectful, accountable, high-performing workplace in a complex operational setting.

Strong background in strategic planning is needed, including experience leading project management and change management work and aligning priorities to organizational and divisional goals. Candidates should also be able to produce clear written materials such as briefing notes, reports, letters, submissions, manuals, or procedures, and communicate effectively with all levels of the organization and external stakeholders.

The role requires strong interpersonal ability to build trust, influence stakeholders, manage conflict, and maintain productive relationships in a complex, unionized, service-focused environment. Analytical thinking, sound problem-solving, political judgment, and the ability to interpret and apply policies, regulations, legislation, and collective agreements are also essential.

Preferred qualifications include post-secondary education in public administration or policy, business administration, project management, or an equivalent blend of education, training, and related experience in business operations, property functions, asset management, capital planning, and facility management. Financial oversight experience and familiarity with The Residential Tenancies Act and Social Housing Rental Program policies are also desirable.

Conditions of Employment

A valid Class 5 driver’s licence and access to a personal vehicle for government travel anywhere in Manitoba are also required.
