Overview

We are seeking a Senior Project Manager specialized in facilities management to lead facility design and construction initiatives. This role involves applying effective project management methodologies across programs including new facility construction, expansions, renovations, and capital improvements within the County.

Key Responsibilities

  • Create a collaborative cross-functional team environment to accurately define requirements and ensure projects are cost-effective and reliable.
  • Contribute to the development and refinement of project management methods and processes.
  • Draft bid and construction documents; review architect plans and specifications ensuring compliance with codes and health and safety standards.
  • Set criteria for selecting consultants and oversee the initiation and prioritization phases of projects.
  • Accelerate startup schedules for necessary infrastructure to support contracts, provide updates to senior management, and participate in public meetings.
  • Guarantee projects include comprehensive cost estimates, risk analyses with mitigation strategies, configuration management, and complete documentation.
  • Conduct site inspections and surveys, collaborate regarding program requirements for repairs, remodeling, and construction projects.
  • Develop project scopes, cost forecasts, and timelines based on detailed analysis of records, maps, and maintenance data related to site assets.
  • Lead interviews and inspections to evaluate site asset conditions and recapitalization needs.
  • Manage capital and construction budgets, oversee contract negotiations, and monitor compliance and performance.
  • Address unexpected project cost increases with appropriate resolutions and recommendations.
  • Serve as an intermediary between County departments, elected officials, administrators, and budget officials to align project timelines, goals, and finance.
  • Recommend enhancements to operational policies, procedures, and management systems.
  • Administer the annual construction project budget planning and communicate future project cost projections to budget officials.
  • Prepare and submit regular project status reports and schedules.

Required Knowledge, Skills, and Abilities

  • Comprehensive understanding of contract administration and negotiation techniques.
  • Ability to interpret architectural blueprints, specifications, and construction documentation effectively.

Qualifications

  • Excellent oral, written and visual communication abilities.
  • Master's degree from an accredited institution with at least six years of experience in architecture, project management, or construction managing multiple projects; OR Bachelor's degree with eight years' relevant experience.
  • Minimum five years' experience in construction project estimating with knowledge of Florida building codes.
  • Possession of a valid Florida driver's license.
  • Preferred certifications include Project Management Professional (PMP), Florida Professional Architect Registration, or General Contractor Certification.
