Primary Responsibilities

• Oversee the complete delivery of major digital transformation initiatives tailored for government and enterprise clients.
• Simultaneously manage multiple complex projects, ensuring they meet scope, budget, timeline, and quality standards.
• Develop and uphold governance frameworks, executive reporting systems, risk and issue management logs, and dashboards.
• Act as the key liaison for executive-level stakeholders, steering committees, and C-suite leadership.
• Establish and nurture partnerships with government agencies, enterprise customers, strategic partners, and internal leadership.
• Coordinate interdisciplinary teams comprising UX, CX, product management, technology, data, AI, PMO, and external vendors.
• Identify program risks and dependencies, devise mitigation strategies, and proactively address delivery obstacles.
• Manage project planning activities, resource distribution, budgeting, forecasting, and financial tracking.
• Ensure adherence to governance principles, quality assurance protocols, and delivery methodologies.
• Facilitate executive workshops, strategic planning, and decision-making forums.
• Provide mentorship to project managers and delivery personnel.
• Drive continuous improvement of PMO practices, delivery models, and operational efficiency.

Candidate Requirements

• Minimum of 10 years' project management experience.
• At least 5 years leading large-scale digital transformation programs within enterprise or government contexts.
• Prior consulting exposure at a Big Four firm (Deloitte, PwC, EY, or KPMG) or a comparable international consultancy is highly preferred.
• Bachelor’s degree in Business, Engineering, IT, Computer Science, or related field; Master’s degree (MBA or similar) is advantageous.
• PMP certification is mandatory; additional certifications such as PRINCE2, Agile, Scrum, SAFe, or PMI-ACP are desirable.
• Demonstrated success managing multimillion Saudi Riyal projects with strong commercial acumen including budgeting, forecasting, and contract management.
• Proven ability to engage executive stakeholders and manage steering committees effectively.
• Deep knowledge of Agile, Waterfall, and hybrid project delivery methodologies.
• Strong analytical, problem-solving, and organizational capabilities, with exceptional communication and attention to detail.
• Fluent fluency in both written and spoken English and Arabic languages is essential.
• Experience in sectors such as government, digital transformation, smart cities, financial services, aviation, healthcare, tourism & entertainment, AI, and customer or user experience is preferred.
