Role overview

The Senior Procurement Specialist II position supports the procurement function by handling complex purchasing activities, guiding Senior Procurement Specialists, and helping maintain coverage and schedules across the team. In this role, you will support onboarding and training for new SPS team members while managing the acquisition of supplies, services, and equipment in the right quantity and quality for the organization.

The position works under the direction of the Director of Procurement Services and involves a broad mix of procurement, contracting, coordination, and technical leadership duties. The work includes formal contracting through advertised bids and requests for qualifications, as well as close collaboration with internal stakeholders and suppliers.

Key duties

  • Oversee procurements end-to-end across the full project lifecycle.
  • Handle the planning, solicitation, negotiation, administration, modification, closeout, and termination stages of assigned contracts.
  • Review procurement request files, including specifications, scopes of work, and related documentation.
  • Partner with program and project managers to determine the best procurement approach for goods and services.
  • Coordinate subcontracting goals and insurance requirements.
  • Negotiate agreements, prepare recommendations, and inform vendors of award decisions.
  • Advise junior staff on complex or unusual policy matters.
  • Work with user departments to define needs and develop scopes of work.
  • Chair procurement evaluation committees and participate in other procurement committees as needed.
  • Solicit bids and quotations while negotiating contract pricing and terms.
  • Build and maintain vendor bidder lists.
  • Prepare formal bid and quotation documents, including special terms, performance requirements, and technical criteria.
  • Communicate with suppliers and internal/external stakeholders on contracts, bids, and quotes.
  • Carry out and record standard workflow steps for RFP, RFQ, RFB, and RFI processes.
  • Support, guide, and train Procurement Specialists.
  • Help develop short- and long-term acquisition strategies with business units.
  • Resolve contract-related issues and manage second-level escalations.
  • Support business diversity outreach efforts.
  • Create and implement procurement plans and strategies aligned to business needs.
  • Assist with documentation and training for procurement systems, including the Supplier Portal, Contract Management system, DocuSign, and ERP upgrades and enhancements.
  • Serve as a subject matter expert for SPS activities and use advanced procurement knowledge to perform duties.
  • Promote teamwork across the team and with other departments.
  • Manage more complex and high-visibility procurements.
  • Perform additional duties as assigned by the Director of Procurement.

Requirements

  • Bachelor’s degree or an equivalent combination of education and experience.
  • Five to seven years of relevant experience.
  • Strong written communication and oral presentation skills.
  • Ability to work independently with minimal supervision.
  • Self-motivated and able to take initiative.
  • Capability to prioritize team workload and adapt as priorities change.
  • Eligible to lawfully work in the United States immediately.
  • Not eligible for H1-B visa sponsorship.

Preferred qualifications

  • Professional certification such as CPPB, CPPO, CPP, or CCPM is preferred.
  • Continued professional development is also valued.
