Role overview
The Toronto Transit Commission is hiring two Senior Procurement Specialists to lead complex construction procurement work from start to finish on the pre-award side. This position is centered on major capital projects and covers delivery models such as Design Bid Build (DBB), Design Build (DB), Construction Management at Risk (CMAR/CM@Risk), along with other alternative approaches.
This is a regular, hybrid role with a 35-hour workweek, day shift, and weekends off on Saturday and Sunday.
Key responsibilities
You will independently manage major construction procurement assignments, from early planning and market research through to tender release, evaluation, negotiation, and award recommendation. The work includes creating and improving procurement documentation, reviewing technical and commercial inputs, and ensuring the process remains fair, defensible, and compliant.
You will also work closely with project managers, engineers, consultants, and internal teams to shape procurement strategy, resolve commercial issues, and support category strategy development for construction and capital work.
Procurement and delivery duties
- Run end-to-end procurement activity for large construction projects, covering planning, market scanning, tendering, evaluation, negotiation, and award.
- Draft, refine, and release procurement documents such as RFPs, RFTs, NRFPs, RFIs, and addenda using MasterFormat and internal document templates.
- Check technical specifications, drawings, scopes of work, cost estimates, and schedules for completeness, consistency, and commercial practicality.
- Build procurement approaches that fit the delivery model and support sound construction outcomes.
Compliance and evaluation
- Carry out procurement in line with public sector laws, applicable trade agreements such as CFTA and CETA, internal policies, and recognized best practices.
- Develop evaluation frameworks, scoring tools, and weighting methods that can stand up to scrutiny for construction procurements.
- Prepare award recommendations, evaluation summaries, and reports suitable for executive and audit review.
Stakeholder and market work
- Lead pre-bid meetings, site visits, bidder Q&A sessions, debriefs, and consensus evaluation meetings.
- Perform market research, supplier prequalification, and risk review to support transparent and competitive outcomes.
- Advise internal stakeholders on sourcing strategy, commercial terms, and contract structure.
Improvement and organizational responsibilities
- Spot repeated issues in templates, specifications, and procurement workflows, then recommend and help implement improvements.
- Contribute to the development of construction and capital project category strategies.
- Support a respectful, accessible, inclusive workplace aligned with OHRC, AODA, and organizational values.
- Take part in customer service and culture-related initiatives when required.
Compensation and work details
The posted salary range is $96,460.00 to $120,611.40. The position is classified under Pay Scale Group 09SA (CAN/S/J/09SA). It is a regular vacancy with 2 openings, listed as a new vacancy. Weekly hours are 35, with day shift scheduling and Saturday/Sunday as off days.
Qualifications and experience
Applicants should have a college diploma or university degree in a relevant field such as procurement, business, engineering, or construction management, or an equivalent combination of education, training, and experience.
Strong experience leading public-sector construction procurements is expected, especially across delivery models such as DB, DBB, CM@Risk, and similar alternatives. A solid grasp of construction specifications, drawings, cost structures, and risk allocation is important, along with the ability to produce and review documents using MasterFormat or similar standards.
You should be highly analytical, organized, comfortable managing several active procurements at once, and able to communicate clearly in writing and verbally. Proficiency with procurement systems, online bidding tools, and standard office software is also needed.
Additional value is placed on professional procurement credentials such as SCMP, CIPS, CSCP, CPPO, or CPPB, or active enrolment toward one of them. Experience in diverse public sector procurement environments is considered an asset.
Additional knowledge expected
The role calls for a strong understanding of trade agreements, procurement law, fairness principles, and audit expectations. Knowledge of market trends, construction cost drivers, supplier landscapes, strategic sourcing, tender and proposal evaluation, commercial contract drafting, and negotiated procurement methods is also important.
Familiarity with procurement structures and contract types such as RFP, RFT, NRFP, RFIs, ACANs, MSAs, construction contracts, CHDC-style agreements, and negotiated RFP processes will support success in the role. Experience with sourcing, sales, category management, and purchasing-related award activity is also referenced in the posting.
