Role overview

This position sits within the Residential Development Management Office and serves as a key governance lead for the residential portfolio. The role focuses on planning, coordinating, and running governance activities across development workstreams.

The main responsibility is to manage the full cycle of executive and committee submissions, including N-2 Committee, N-1 Committee, Development Committee, and Stage Gate Review Panel materials. The role ensures every project is packaged clearly, consistently, and in line with Qiddiya governance requirements, helping leaders make timely and informed decisions.

Committee presentation preparation and executive submissions

  • Take ownership of preparing and coordinating presentation packs for governance forums such as N-2 Committee, N-1 Committee, Development Committee, and board-level reviews when needed.
  • Create concise, decision-oriented presentations with a strong narrative flow, clear asks, explicit decisions, and consistent messaging across all committee materials.
  • Bring together contributions from different teams into one monthly executive pack for tender committees.
  • Make sure all submissions are completed on schedule and meet the expected committee standards.

Committee governance and leadership

  • Ensure all documents comply with Qiddiya governance templates, standards, and decision frameworks.
  • Monitor approvals, actions, and conditions issued by committees and ensure each item is followed through to closure.
  • Confirm that all Stage Gate submissions satisfy governance requirements, including complete deliverables, use of Central Development Unit-approved templates, and clear presentation of decisions, risks, and recommendations.
  • Perform quality checks on Stage Gate packs before submission to improve the chance of first-pass approval.
  • Track Stage Gate progress, approvals, and conditions across the portfolio and support the programming team with inputs that help manage timelines.
  • Assist leadership by preparing structured decision frameworks and converting complex project information into clear executive outputs.

Stakeholder alignment and governance coordination

  • Serve as the central coordination point among Residential Development, Delivery, Commercial, Cost Planning, CDU, MDU, Strategy, Finance, and other enabling teams.
  • Make sure stakeholders are aligned before governance submissions so last-minute changes are avoided.
  • Organize pre-read sessions, review meetings, and alignment discussions before committees meet.
  • Work through conflicting inputs and ensure leadership receives one aligned position.

Reporting and executive communication

  • Prepare senior-level reports, dashboards, and summaries for leadership and committees.
  • Turn project updates into structured formats that are ready for decisions.
  • Provide accurate and timely updates on progress, risks, financials, and key milestones.
  • Write meeting minutes and maintain action logs from governance meetings.

Process improvement and governance enhancement

  • Lead improvements to Stage Gate processes, templates, and governance tools.
  • Attend monthly Governance PCG meetings and help spread CDU governance framework updates and process changes across the business unit.
  • Introduce standard checklists and reporting formats to improve submission efficiency and quality.
  • Strengthen first-time approval outcomes through proactive quality control and stakeholder coordination.

Key interfaces

The role interacts regularly with Residential Development, Delivery, Commercial, and Cost Planning teams, as well as the Central Development Unit (CDU), Master Development Unit (MDU), Strategy, Finance, Procurement, Sales, external consultants, advisors, delivery partners, and senior governance bodies.

Requirements

  • A bachelor’s degree in Engineering, Architecture, Construction Management, Project Management, or a closely related field is needed.
  • At least 15 years of experience in real estate development, project management, or PMO/governance roles is required.
  • Strong knowledge of large-scale master-planned developments and Stage Gate processes aligned to the RIBA stages of development is essential.
  • Demonstrated experience in executive reporting and managing multiple stakeholders is required.
