About the Company

HealthX Partners Incorporated (HXP) is a parent entity formed by Population Services International (PSI) and the Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) to unify multiple health NGOs and businesses, enhancing impact, operational efficiencies, and stakeholder value globally. This role reports to the Head of People Operations and is open to candidates outside the United States where HXP operates.

Position Summary

The Senior Manager, Employee Relations and Ethics, leads investigations into complex employee relations issues and policy violations across HXP and subsidiaries. This position advises on resolving such cases, develops strategies to mitigate organizational risks while boosting retention and engagement, and supports training related to employee relations and performance management. The role also manages employment risk in organizational restructuring and workforce reduction scenarios.

Key Responsibilities

  • Manage reports of HR and safeguarding concerns via the whistleblower system, conducting or guiding investigations and ensuring consistent, fair resolution aligned with policies, legal, and donor requirements. Collaborate with internal or external experts for cases involving safeguarding, audits, ethics, compliance, or fraud.
  • Work closely with Talent Management and leadership teams on complex employee relations challenges and conflict-of-interest matters, delivering coaching and training to promote positive workplace relations and values alignment. (Approx. 15% of time)
  • Oversee the creation, update, and implementation of policies and trainings relating to safeguarding and employee issues, ensuring alignment with organizational standards and best practices.
  • Lead or participate in cross-departmental initiatives improving outcomes by reducing risks and enhancing workforce productivity, engagement, and retention.
  • Contribute to People Operations and Security by providing mentorship, capacity-building, and surge support as needed. (Approx. 10% of time)
  • Track HR legislation and compliance with federal, state, and funder regulations including Equal Employment Opportunity laws such as Title VII, ADA, and ADEA.

Required Qualifications

  • A Bachelor's degree (or international equivalent) in Human Resources or related discipline.
  • Minimum of 10 years experience managing employee relations investigations, training programs, and compliance initiatives; relevant education and experience combinations may substitute.
  • Expertise in remote workplace investigations and understanding of international labor standards and funder regulations preferred.
  • Ability to operate efficiently in dynamic, ambiguous environments with strong multitasking and deadline management skills.
  • Excellent relationship management, analytical, problem-solving, and confidential handling of sensitive information.
  • Skilled in risk mitigation related to staffing and conflict-of-interest situations.
  • Effective communicator with proficiency in both verbal and written forms.
  • Advanced skills in Microsoft Office (Word, Excel, PowerPoint).
  • French language proficiency is advantageous.
  • Formal HR or safeguarding investigation certification or training (e.g., SHRM, IQTS) is highly desirable.
