Job Overview
Qiddiya Investment Company seeks a Senior Manager - Commercial for their Racecourse project, a key figure responsible for overseeing the procurement and commercial aspects of approximately SAR 3 billion in provisional sum works. These are delivered via a Management Contractor under FIDIC contract standards as part of a landmark horseracing destination within the Qiddiya giga-project.
Key Responsibilities
- Lead procurement and commercial management across about SAR 3 billion of provisional sum works conducted through a Management Contractor under FIDIC contracts.
- Monitor procurement activities and package awards executed by the Management Contractor, ensuring adherence to Schedule 28 procurement procedures and project governance.
- Manage a commercial team of around 20 professionals, offering leadership and mentoring during the project lifecycle.
- Collaborate with Design Management to guarantee timely delivery of Invitation for Tender (IFT) information as per design release schedules.
- Oversee supply chain engagement processes including EOIs, NDAs, pre-qualification questionnaires, market analysis, contractor assessments, interviews, and site visits.
- Identify, assess, and prequalify contractors and subcontractors for up to 75 procurement packages.
- Lead detailed evaluations of commercial tenders, conduct clarification meetings, and negotiate contract terms evaluating submissions, qualifications, and risks.
- Prepare tender reports, governance documentation, and presentations for executive-level approvals.
- Work closely with Package Commercial Managers and contractors during contract execution, managing variations, valuations, claims, and contractual issues.
- Track commercial performance, procurement risks, and contractor compliance, safeguarding the company’s commercial interests through to contract closure.
Candidate Requirements
- A Bachelor's (Hons) degree in Quantity Surveying, Commercial Management, or related fields.
- MRICS accreditation preferred but not mandatory.
- At least 10 years of extensive commercial and procurement experience in large-scale construction, infrastructure, or giga-projects, especially in Management Contracting and FIDIC procurement environments.
- Strong proficiency in procurement governance, tendering procedures, subcontractor selection, commercial negotiations, contract administration, and claims management.
- Proven leadership in managing sizeable commercial teams across multiple simultaneous packages within dynamic project settings.
- Complete lifecycle experience in procurement from strategic planning and prequalification to contractual closure and dispute resolution.
- Excellent interpersonal and communication skills for stakeholder engagement across design, delivery, and governance sectors.
- Knowledge of procurement software, project management tools, and risk management methodologies.
