Overview
The Senior HSE Officer will lead Health, Safety, and Environment management efforts at the power generation plant while ensuring compliance with regulatory frameworks, industry standards, and company policies.
Key Responsibilities
- Formulate, implement, and uphold HSSE policies aligned with applicable laws, Power Purchase Agreements (PPAs), and ISO standards such as ISO 45001 and ISO 14001.
- Conduct thorough risk assessments and regular safety audits to identify and mitigate hazards, guaranteeing a secure plant environment.
- Organize and deliver comprehensive HSSE training initiatives for both employees and contractors to bolster safety knowledge and emergency preparedness.
- Develop clear educational materials and effectively convey HSSE protocols to promote adherence and awareness.
- Lead detailed investigations into incidents, near misses, and accidents; compile reports and suggest corrective measures to prevent future occurrences.
- Maintain a robust incident reporting system and analyze trends for ongoing safety improvements.
- Ensure strict adherence to local and international health, safety, and environmental regulations relevant to power generation.
- Engage with regulatory authorities to facilitate permit acquisition and compliance audits.
- Design, implement, and periodically update emergency response plans, conduct drills, and confirm availability and upkeep of PPE and safety equipment.
- Track HSSE performance metrics, preparing regular compliance and incident reports for management review.
- Take part in HSSE audits and inspections, promptly addressing any issues identified.
- Work collaboratively with operations, maintenance, and engineering teams to integrate HSSE considerations into all plant activities.
- Promote a proactive safety culture through effective collaboration and communication among management, staff, and contractors.
- Continuously seek enhancements in HSSE systems and practices by staying informed on industry trends and innovations.
Qualifications and Experience
- Bachelor's degree in Environmental Science, Occupational Safety, Engineering, or a related discipline.
- At least 5 years of experience in HSSE roles, particularly within power generation or industrial settings, ideally in combined cycle plants.
- Relevant certifications such as NEBOSH, IOSH, with preference for ISO 45001 and ISO 14001 internal auditor credentials.
Skills and Competencies
- Comprehensive knowledge of health, safety, and environmental legislation and ISO standards.
- Strong leadership, interpersonal, and communication skills.
- Proficient in data analysis and problem-solving.
- Experienced with MS Office suite and HSSE management software applications.
Additional Requirements
- Willingness to work onsite and perform regular site inspections.
- Capability to thrive in a multicultural workplace and communicate effectively at all organizational levels.
- Fluent in English; Arabic language skills are advantageous.
