Job description

Position Overview

The Senior Director of Real Estate and Asset Management is a high-level executive responsible for overseeing the Housing Authority of Travis County's affordable housing assets throughout their entire lifecycle. This includes acquisition, financing, construction, operation, maintenance, and regulatory compliance of residential properties.

Key Responsibilities

  • Lead the strategic real estate initiatives including acquisitions, redevelopment, capital investment planning, and developing a sustainable pipeline of affordable housing projects aligned with organizational goals.
  • Manage all development phases such as acquisition, feasibility studies, financing, design, construction, and project completion.
  • Develop partnerships and secure funding from public and private sources.
  • Complete financing applications, negotiate complex legal agreements, and maintain relationships with various stakeholders including lenders, investors, government entities, and contractors.
  • Conduct detailed financial analyses to support leadership decisions and manage project risks and compliance.
  • Supervise third-party management agents responsible for property operations, financial results, risk management, resident services, and compliance, ensuring accountability through performance metrics.
  • Monitor portfolio performance, implement strategies to optimize asset value, and plan for physical maintenance and capital improvements.
  • Review and approve annual budgets, ensure adherence to federal, state, and local laws and funding regulations, prepare for audits and inspections, and enforce corrective actions as needed.
  • Lead and mentor assigned staff and consultants, promoting a culture of accountability, innovation, and continuous improvement.
  • Serve as primary liaison to the Board and executive leadership, prepare reports and presentations, represent the organization in public forums, and maintain strategic relationships with community and industry partners while monitoring legislative trends.

Qualifications

  • Bachelor’s degree in fields such as Public Administration, Urban Planning, Real Estate, Business, or Construction Management; Master’s degree preferred.
  • At least eight years of progressively senior experience in affordable housing, real estate development, or asset management.
  • Proven track record in delivering multifamily affordable housing projects and in-depth knowledge of financing methods like LIHTC, PBRA, HOME, and CDBG.
  • Expertise in project and risk management, construction cost estimation, financial modeling, and completing funding applications.
  • Strong communication and coordination skills to work effectively with diverse development teams and stakeholders.
  • Proficiency in Microsoft Office and familiarity with property management and development platforms such as OneSite is preferred.
  • Leadership experience with ability to supervise personnel effectively.
  • Valid Texas driver’s license and successful completion of background check.

Additional Information

  • This role requires frequent visits to construction sites and HATC properties, occasional travel to meetings and conferences, and the ability to navigate active construction sites.
  • Some evening and weekend meetings may be necessary.
  • Work environment is mainly office-based with significant exposure to on-site locations and community events.
  • Employment is at-will, allowing either party to terminate the relationship at any time.
