Position Overview

As the Senior Director of Finance and Control, you will manage a comprehensive function central to City Operations. Your leadership will align financial management, governance, risk assessment, procurement, and contract supervision with operational goals. This role involves significant collaboration with central teams to transform operational demands into structured and efficient financial and commercial workflows that promote performance, accountability, and control.

Key Responsibilities

• Direct the centralized Finance and Control division within City Operations, encompassing finance, governance, risk, controls, procurement, and contract management.
• Manage teams in Finance, Governance Risk & Controls, and Contracts & Procurement, ensuring well-defined priorities, responsibility, and efficient operations.
• Collaborate with central Finance to support financial planning, budgeting, forecasting, reporting, and expense management for City Operations.
• Supervise invoicing processes, service charge administration, cost recovery operations, and relevant controls to enhance operational success.
• Contribute to the development and maintenance of governance, risk, and compliance frameworks, including policies and standards.
• Oversee business continuity plans and ensure identification, tracking, escalation, and mitigation of critical operational risks.
• Lead procurement and contract management functions, ensuring sourcing, approvals, vendor evaluations, and all contract lifecycle stages comply with corporate standards.
• Work closely with central departments such as Finance, Procurement, Legal, Risk, and Compliance to meet City Operations requirements.
• Facilitate the refinement of City Operations processes, procedures, delegation of authority protocols, and financial control mechanisms.

Qualifications and Experience

• A bachelor's degree in Finance, Accounting, Business Administration, Operations or Project Management, or Urban Management.
• Between 12 and 15 years of relevant experience, including senior roles involving finance, governance, risk, controls, procurement, contract management, or commercial operations.
• Proficient knowledge of financial planning, budgeting, reporting, cost control, invoicing, service charges, and cost recovery frameworks.
• Expertise in procurement procedures, contract lifecycle management, vendor performance monitoring, and commercial controls.
• Experience building or managing governance, risk, compliance, control, and business continuity frameworks.
• Ability to coordinate effectively with central corporate functions and convert operational needs into financial and commercial solutions.
• Eligibility to work within Saudi Arabia is mandatory.
• Background experience in real estate, infrastructure, or asset-heavy operational sectors is advantageous.
