Job Overview
This position is responsible for enforcing compliance with Qatar's Excise Tax legislation and the impending Value Added Tax (VAT) system. Key duties involve auditing excise taxpayers and VAT registrants, verifying returns and declarations, and identifying fraudulent activities such as smuggling, under-invoicing, and false refund claims. The role plays a vital part in protecting Qatar’s tax revenues, ensuring market fairness, and maintaining the integrity of the tax system.
Core Responsibilities
- Examine excise tax declarations related to taxable goods including tobacco, energy drinks, sweetened beverages, and other specified products.
- Verify VAT returns upon implementation, ensuring accurate application of input and output tax credits.
- Assess compliance regarding imports, exports, and intra-GCC transactions.
- Carry out risk-based audits targeting excise taxpayers, importers, wholesalers, and retailers.
- Conduct VAT audits on medium to large enterprises with complex supply chains.
- Inspect warehouses, customs documentation, and supply chains to validate declared values.
- Confirm adherence to requirements involving excise stamps, tracking mechanisms, and invoicing regulations.
- Identify fraud patterns such as under-declaration, smuggling, under-invoicing, false refund claims, and VAT-specific schemes like carousel fraud and misclassification.
- Focus monitoring efforts on industries with elevated risks such as tobacco, beverages, automobiles, and luxury goods.
- Prepare detailed audit reports and propose penalty actions.
- Assist enforcement teams by providing comprehensive evidence and case documentation.
- Contribute to developing methodologies for indirect tax risk profiling.
- Coordinate with Customs authorities to ensure compliance and enforcement related to imports and excise taxes.
- Engage with the Ministry of Commerce and Industry on compliance matters and consumer protection.
- Support dispute resolution by furnishing expert opinions on audit outcomes.
- Deliver training to junior examiners on VAT and excise audit procedures.
- Participate in creating VAT readiness tools and audit manuals.
Qualifications and Experience
- Bachelor’s degree required in Accounting, Taxation, Economics, or Business Administration.
- Advanced qualification such as a Master’s degree or specialized diploma in Indirect Tax or Customs is preferred.
- Professional certifications like CPA, ACCA, CTA, or specialist indirect tax credentials (e.g., CIOT, CTP) are advantageous.
- Between 7 to 10 years of experience in indirect tax auditing involving excise and/or VAT, preferably within tax authorities, customs, or consultancy firms.
- Proven expertise conducting excise audits in high-risk sectors and VAT audits involving intricate supply chains.
- Demonstrated success in uncovering fraudulent schemes including smuggling, under-invoicing, and carousel fraud.
Skills and Competencies
- Familiarity with Qatar’s Excise Tax Law and the GCC VAT Unified Agreement.
- Insight into compliance challenges faced by Qatar’s import-dependent market.
- Strong skills in stakeholder engagement and conducting field audits.
- Bilingual communication abilities in Arabic and English are highly valued.
