Role overview

Glanua is looking for an experienced Senior Civil Estimator to strengthen its pre-construction capability in the water and wastewater sector. The position is based at the Head Office in Loughrea, County Galway, and sits at the centre of tender activity for major municipal programmes, including work for Uisce Éireann and AMP8 frameworks with Thames Water, United Utilities, and Yorkshire Water.

This is a senior, hands-on role for a professional who can produce precise, well-justified estimates and help shape competitive submissions that balance technical quality, commercial realism, and delivery risk. You will work with design, project management, procurement, planning, and discipline leads to build cost-effective, practical solutions and support strategic decisions during tender development.

The role also calls for strong judgement around buildability, material selection, procurement strategy, market conditions, and emerging technologies. You will be expected to manage multiple priorities, operate confidently under pressure, and help maintain Glanua’s standards of accuracy, governance, and professionalism throughout the estimating process.

Key responsibilities

  • Produce detailed and evidence-based estimates from drawings, specifications, and tender packs.
  • Make sure pricing reflects realistic construction risk and complies with internal governance and industry expectations.
  • Contribute to design development by reviewing constructability, installation methods, material choices, and opportunities for innovation.
  • Provide early pricing support during tendering to assist with option studies and value-for-money decisions.
  • Follow all commercial approval, risk, and governance procedures and keep them fully documented.
  • State assumptions, exclusions, and clarifications clearly to support sound commercial decisions.
  • Help build tender preparation and construction programmes.
  • Work with planning and technical teams to create staffing schedules and resource plans aligned to delivery needs.
  • Collaborate with buyers to prepare procurement plans, identify suitable suppliers and subcontractors, and agree commercial terms.
  • Issue enquiries, assess quotations, and secure competitive pricing for materials, equipment, and subcontracted services.
  • Stay current on industry developments, installation techniques, mechanical systems, and market trends.
  • Use sector knowledge to improve tender competitiveness and strengthen cost accuracy.
  • Build and refine financial models for framework submissions, including staff rates and commercial scenario analysis.
  • Support price-fix reviews with clear reasoning for key mechanical cost drivers.
  • Use the company’s cost coding system to support cost capture, benchmarking, and future estimating accuracy.
  • Share feedback to improve cost libraries, production rates, and estimating methods.

Requirements

  • At least 15 years of experience in mechanical estimating within water, wastewater, or similar infrastructure environments.
  • A proven record of preparing accurate and competitive estimates for complex treatment plant projects.
  • Prior exposure to public utility clients such as Uisce Éireann or UK water companies is strongly preferred.
  • Advanced numerical and analytical ability with excellent attention to detail.
  • Solid understanding of mechanical engineering principles, treatment processes, and installation methods.
  • Comfort using estimating software, digital take-off tools, and Microsoft Office applications.
  • Strong communication and people skills with the ability to work across multidisciplinary teams.
  • Good organisation and the ability to juggle several deadlines in a fast-moving tender environment.
