About the role

New Zealand’s Civil Aviation Authority is seeking a Senior Analyst focused on regulatory intelligence and insights for a permanent Wellington-based position. This role sits within a high-performing intelligence team and is responsible for producing strong, decision-ready intelligence that helps improve aviation safety and security outcomes. You will work in a complex environment, assessing emerging risks and trends and turning information into practical recommendations that support an intelligence-led regulatory model.

What you will do

  • Produce intelligence outputs that are timely, accurate, and persuasive for decision-makers.
  • Assess the operating environment to spot new and developing risks and trends.
  • Help define and embed intelligence needs across the wider organisation.
  • Develop solid working relationships with stakeholders to plan and carry out intelligence collection.
  • Present findings and recommendations to both operational staff and senior leaders.
  • Support capability growth by coaching analysts and strengthening the team’s overall skills.

What you need to bring

You should be an experienced intelligence professional who has delivered useful, high-quality insights in demanding and complex settings. Strong critical thinking, curiosity, and the ability to quickly establish credibility are important, along with a habit of giving clear, evidence-based advice.

  • Experience preparing and delivering intelligence briefings for senior leaders and frontline teams at strategic, operational, and tactical levels.
  • Strong influence and stakeholder-management skills, with the ability to earn trust across teams, organisations, and agencies.
  • Practical knowledge of contemporary intelligence and risk methods.
  • Excellent written and verbal communication skills, including the ability to simplify complex information into actionable guidance.
  • Experience working in uncertain, fast-moving environments and delivering to deadlines under pressure.
  • Exposure to GIS, open-source intelligence, risk management, or aviation-related work.

Security and clearance

You must be eligible to obtain and maintain a Top-Secret security clearance.
