Safety & Sustainability Assistant Manager

We are looking for a motivated and proactive Safety & Sustainability Assistant Manager to help advance our Environmental, Social & Governance (ESG) and sustainability goals. This role plays a vital part in promoting the safe distribution of LPG solutions alongside supporting efforts to improve environmental performance, compliance, operational safety, and sustainability for the long term.

Main Duties

• Oversee the creation, execution, and continuous enhancement of PEL’s Health, Safety, and Environmental (HSE) policies, procedures, and record-keeping systems.
• Provide leadership and mentorship to HSE personnel in establishing and enforcing safe work systems and environmental safeguards.
• Collaborate with relevant stakeholders to guarantee adherence to HSE and sustainability criteria.
• Ensure organizational compliance with the company’s Environmental, Occupational Safety & Health policies and applicable laws such as OSHA 2007 and EMCA 1999.
• Assist the HSE Manager in coordinating with regulatory bodies to mitigate risks during emergency incidents at company sites.
• Implement safe working protocols across all company facilities and supervise the commissioning of machinery post-maintenance to sustain safety standards.
• Conduct thorough safety orientations for all visitors, contractors, interns, and newcomers concerning safety, quality, and environmental practices before they commence work.
• Carry out risk assessments, identify hazards, design response plans, and oversee their execution.
• Manage fire safety programs including policy enforcement, regular inspections, equipment upkeep, and conducting emergency drills.
• Develop and enforce emergency response strategies, organize statutory audits, inspections, and corrective action processes.
• Maintain comprehensive HSE documentation, including procedures, training logs, incident reports, and compliance paperwork.
• Inspect and test machinery and equipment to ensure compliance with safety regulations.
• Support safety and health committees in managing workplace safety concerns.
• Contribute to Disaster Risk Management and Business Continuity initiatives.
• Maintain and analyze ESG data to identify safety gaps and recommend corrective measures.
• Develop measurement tools to assess and track HSE performance and regularly update the HSE Manager on progress.
• Create and update HSE systems, manuals, and procedures.
• Lead sustainability initiatives focusing on energy efficiency, resource conservation, pollution control, waste management, and ethical labor practices.
• Serve as the main contact for addressing non-conformities, coordinating timely resolution with relevant teams and ISO coordinators.
• Assist in departmental budgeting and oversee the appropriate use of allocated funds.
• Ensure proper maintenance and use of company-assigned physical assets.
• Offer expert guidance on HSE issues to management and team members, including decision-making on allowances as required.
• Primarily based at the main station with occasional field visits.
• Perform any additional duties assigned by supervisors.

Key Performance Indicators

• Conduct no fewer than four toolbox talks monthly at each operational location with full employee attendance and documentation.
• Achieve 100% compliance with the Permit to Work system by issuing and reviewing permits within 24 hours of receipt.
• Facilitate at least six HSE training sessions quarterly, ensuring at least 90% of staff complete all mandatory training annually.
• Ensure complete occupational medical examinations for all staff yearly with records updated promptly within one week.
• Carry out monthly audits of personal protective equipment (PPE) ensuring full availability and correct usage at all sites.
• Complete safety inductions for all new employees, contractors, and visitors within one day of arrival.

Qualifications and Experience

• A bachelor’s degree in Public Health, Environmental Science, Environmental Resource Management, Climate Change, or a closely related discipline.
• Minimum five years’ professional experience within health, safety, and environmental management roles.
• Solid understanding of relevant HSE legislation and sustainability reporting frameworks such as GRI and IFRS.
• Possession of professional certifications like NEBOSH International Diploma or Certificate, IOSH, or ISO Lead Auditor qualifications.
• Proficiency in risk assessment techniques and methods.
• Familiarity with ISO standards, OSHA 2007, and EMCA 2015 regulations.
• Experience with occupational safety and health auditing and inspection procedures.
• Competence in accident investigation, root cause analysis, and corrective action implementation following the hierarchy of controls.
