Overview
Takamul Project Management is recruiting an experienced Safety Officer / Safety Supervisor to join an industrial construction project in Jubail, Saudi Arabia. This position is responsible for ensuring Health, Safety & Environmental (HSE) compliance by applying company policies, client standards, and relevant Saudi regulations. The role demands active supervision at the site while fostering a strong safety culture throughout the project.
Core Responsibilities
- Implement and ensure adherence to HSE policies, procedures, and safe work operations on site.
- Carry out regular site audits to detect unsafe practices or hazards and propose corrective measures.
- Conduct Risk Assessments (RA), Job Safety Analyses (JSA), and hazard identifications before work commences.
- Oversee strict compliance with Permit to Work (PTW) systems and client-specific safety protocols.
- Lead daily safety meetings including toolbox talks, briefings, and safety inductions for all personnel on site.
- Enforce appropriate PPE usage and confirm that safe working processes are followed.
- Investigate accidents, incidents, near misses, and unsafe conditions; create detailed reports highlighting corrective and preventive steps.
- Maintain comprehensive HSE documentation including inspection sheets, incident logs, training records, and regulatory paperwork.
- Organize emergency preparedness activities such as drills and evacuation procedures.
- Assist with both internal and external HSE audits and ensure findings are promptly resolved.
- Collaborate with project management, clients, contractors, and regulatory bodies on all HSE-related matters.
- Encourage ongoing awareness and proactive safety practices across the project workforce.
Required Qualifications and Experience
- A degree or diploma in Occupational Health & Safety, Environmental Science, or a related field is required.
- NEBOSH International General Certificate (IGC) is obligatory; OSHA 30-hour certification and First Aid credentials are advantageous.
- Between 3 to 5 years of relevant HSE experience, especially in industrial construction projects, is mandatory.
- Experience in industrial or EPC projects is highly favored; familiarity with the Jubail Industrial City is considered beneficial.
Technical Expertise
- Knowledge of Saudi Arabian HSE regulations and international safety standards.
- Proficiency in implementing Permit to Work (PTW) systems, conducting Risk Assessments (RA), Job Safety Analyses (JSA), and thorough incident investigations with root cause analysis.
- Expertise in emergency preparedness, PPE compliance, hazard identification, and HSE documentation.
- Experience monitoring safety inspections and compliance, including familiarity with standards from Saudi Aramco, SABIC, or Royal Commission Jubail is a plus.
