Key Responsibilities
- Lead and actively contribute to achieving HSSEQ targets and goals.
- Ensure the project is delivered safely, sustainably, on schedule, within budget, and meeting quality standards that deliver optimal value to the owner and stakeholders.
- Offer HSSE oversight to guarantee the Project HSSE Management System is incorporated into the overall execution plan.
- Maintain strict supervision of the EPC Contractor to ensure compliance with the project’s HSSE requirements.
- Provide guidance and leadership to PMC HSSE teams, EPC Contractors, and associated groups.
- Promote and instill a culture of safety, driving behavior and involvement programs across the project.
- Identify, assess, and resolve HSSE challenges throughout the EPC phase.
- Collaborate with PMC Construction Engineers across various disciplines concerning HSSE activities during construction.
- Ensure Project HSSE procedures are developed, upheld, and enforced by EPC Contractors.
- Consult the PMC team on HSSE matters, assist in setting objectives, and work towards their achievement.
- Oversee and witness HSSE audits conducted by EPC Contractors.
- Report Non-Conformance Reports (NCR) and observations to Project Management and EPC Contractor.
- Verify that EPC Contractor’s HSSE personnel possess the necessary qualifications.
- Ensure the Project HSSE Plan is executed within the EPC contract framework.
- Review the Project Execution Plan (PEP) prepared by EPC Contractors to confirm compliance with HSSE requirements aligned with overall project goals.
- Assess HSSE systems of vendors and subcontractors to ensure alignment with Project HSSE standards.
- Maintain an HSSE recordkeeping system managed by the EPC Contractor.
- Support investigations into HSSE concerns and communicate outcomes to PMC Management.
- Provide consistent feedback to Project Management and stakeholders, including sharing lessons learned.
- Track the HSSE performance of EPC Contractors and subcontractors.
Qualifications and Experience
- Diploma or equivalent qualification from a recognized institute.
- At least 10 years of experience in the Oil & Gas or Petrochemical industry, with a preferred minimum of 5 years within the GCC region.
- Possession of specific certifications, training, or qualifications as applicable or required.
