Safety Officer

Job Overview

The role involves overseeing daily CCTV inspections and sewer cleaning operations to guarantee that site activities comply fully with Saudi regulatory standards, National Water Company (NWC) health, safety, and environment (HSE) protocols, the approved Project HSE Plan, and company guidelines. This includes promptly detecting hazards and reporting unsafe behaviors or conditions.

Key Responsibilities

• Assist the QHSE Manager and HSE Focal Point in executing the Project HSE Plan effectively.
• Ensure ongoing safety monitoring at designated field sites and for assigned teams.
• Encourage safe work conduct and nurture a culture of safety among staff and subcontractors.
• Ensure adherence to client, company, and regulatory HSE directives.
• Identify hazards, unsafe acts, or unsafe conditions and ensure corrective measures are taken immediately.
• Coordinate daily safety efforts with supervisors, operators, drivers, and field personnel.
• Document and report HSE findings, incidents, and repeat violations to management.
• Implement site-specific safety protocols as per the Project HSE Plan.
• Conduct pre-work and continuous inspections, promptly reporting unsafe conditions.
• Verify availability and completion of Risk Assessments, Job Safety Analyses (JSA), toolbox talks, and valid Permits to Work prior to job commencement.
• Monitor proper usage of personal protective equipment (PPE), and oversee barricades, signage, lighting, housekeeping, and traffic control measures.
• Supervise high-risk tasks such as manhole openings, confined space entries, gas testing, lifting operations, jetting, generator use, vehicle movement, and road work.
• Lead daily safety briefings and participate in safety inductions and awareness initiatives.
• Inspect safety tools, gas detectors, lifting gear, vehicles, fire extinguishers, first aid kits, and emergency equipment before use.
• Ensure compliance with confined space entry requirements including standby personnel, communication devices, and rescue protocols.
• Promptly report incidents, near misses, hazards, and environmental risks, assisting with investigations as necessary.
• Maintain records including inspection checklists, toolbox talk logs, permits to work, observations, and follow-up on corrective actions.
• Follow through with supervisors to ensure satisfactory resolution of safety issues.
• Halt any work posing immediate threats to people, property, or environment.
• Prohibit usage of unsafe equipment or practices and enforce immediate correction of unsafe situations before resuming work.
• Remove personnel from hazardous zones when safety standards are not met.
• Escalate serious or recurring safety breaches to the QHSE Manager and project leadership.

Qualifications and Experience

• Minimum educational attainment: Higher Diploma from a recognized institution.
• Possession of an internationally recognized HSE certification such as OSHA or NEBOSHA.
• At least five years of general occupational health and safety experience, including a minimum of two years specifically in site safety supervision and monitoring.

Skills and Competencies

• Strong knowledge of HSE procedures and standards.
• Competent in issuing, reviewing, and managing various work permits (Permit to Work systems).
• Excellent communication abilities.
• Effective planning, organization, and monitoring skills.
• Basic proficiency with computer applications.
• Good command of the English language.
• Possession of a valid Saudi Arabian driving license is advantageous.
