Role overview
The International Organization for Migration (IOM), established in 1951, is a United Nations-related organization and the leading UN agency focused on migration. Job purpose
Reporting to the Chief of Mission and working closely with the Senior Regional Resources Management Officer, Headquarters’ Department of Financial and Administrative Management, and the Global Shared Services Centre, the Resources Management Officer will oversee and be accountable for budget, finance, human resources, and other administrative functions for the Country Office and/or Sub-Office(s), while also supporting staff in these areas.
Key responsibilities
- Review and monitor financial management across all Country Office activities, including expenditure control and accountability, and carry out financial analysis in coordination with the Chief of Mission and the Senior Regional Resources Management Officer.
- Manage treasury operations by projecting cash requirements for Country Office and Sub-Office activities, tracking disbursements, and confirming that funds are received and used in line with donor agreements.
- Draft programme and budget reports in line with IOM rules and procedures, and examine the Country Office’s monthly accounts.
- Prepare financial assessments for projects, oversee budget control, and compare budgeted versus actual spending to detect and prevent deficits.
- Support the Chief of Mission and project managers in building budgets for new programmes and projects.
- Guide project managers throughout the project cycle so that administration, finance, and human resources activities comply with IOM instructions and permanent directives.
- Strengthen internal controls that protect assets and cash and reduce the risk of fraud.
- Check payroll against budgets and confirm that salary charges are allocated to the correct projects in line with IOM projectization rules.
- Review existing systems and procedures and recommend improvements where needed to enhance monitoring, evaluation, control, efficiency, and effectiveness.
- Lead the human resources function, including advice on recruitment and personnel administration, and help resolve difficult or sensitive HR matters with the Chief of Mission and Senior Regional Resources Management Officer.
- Oversee supply chain services, including supplier contracts, relevant administrative authorizations, fleet management, premises maintenance, and all other support services in the Country Office.
- Work with the Office of Legal Affairs and the Global Procurement Supply Unit to review and approve agreements and purchase orders before signing, including leases, construction contracts, service agreements, and agreements with implementing partners, while ensuring procurement rules are followed.
- Supervise ICT staff to ensure compliance with applicable IOM standards, procedures, rules, and regulations.
- Train and supervise local staff on IOM financial and administrative policies and procedures.
- Represent the office in UN meetings, including the UN Operations Management Team and ONE UN working groups, when required.
- Act as Officer-in-Charge of the Country Office when the Chief of Mission is absent.
- Carry out any other tasks assigned.
Education and experience
A master’s degree in Finance, Accounting, Business Administration, Management, or a related discipline from an accredited institution is preferred, with five years of relevant professional experience; or a university degree in one of these fields with seven years of relevant professional experience.
Professional certification such as CA, CPA, CIMA, or ACCA is considered an advantage.
Relevant experience should include financial and human resources management at international level, field coordination with international institutions and coordination bodies, development and implementation of administrative control procedures, coordination of external audits, and use of corporate IT systems and software.
Skills and knowledge
The role requires solid knowledge of IOM or UN finance, supply chain, and human resources procedures and rules, advanced Microsoft Office skills with strong Excel capability, familiarity with IPSAS, and preferably working knowledge of SAP.
Language requirements
Fluency in English is mandatory, both spoken and written. IOM’s official languages are English, French, and Spanish, and staff must be fluent in at least one of these. Knowledge of another UN language such as Arabic, Chinese, French, Russian, or Spanish is an advantage. Language ability will be assessed during the selection process through written and/or oral tests if required.

Eligibility for this Pathways Pool opportunity has been broadened under the Pathways Pool guidelines. Current staff members in the Pathways Pool may also express interest in relevant positions at lower grades. Current staff members who are not in the Pathways Pool may still be considered for roles covered by the pool if their current post is being abolished due to structural adjustments and they meet the relevant requirements; in such cases, a Fast-Track Pathways Assessment will be required.
