Introduction

The International Organization for Migration (IOM), founded in 1951, is a related organization of the United Nations and a leading agency focused on migration. Role overview

Reporting to the Chief of Mission and working closely with the Senior Regional Resources Management Officer, the Department of Financial and Administrative Management at headquarters, and the Global Shared Services Center, this role is responsible for overseeing and managing budget, finance, human resources, and other administrative operations for the Country Office and/or sub-offices. The position also provides related support to staff.

Key responsibilities

  • Oversee financial management across all Country Office activities, including expenditure monitoring, accountability, and financial review in coordination with the Chief of Mission and Senior Regional Resources Management Officer.
  • Manage treasury functions by projecting cash flow for Country Office and sub-office needs, monitoring disbursements, and ensuring funds are received and used according to donor agreements.
  • Prepare budget and programme reports in line with IOM regulations and procedures, and review the Country Office’s monthly accounts.
  • Analyze project finances, control budgets, compare actual spending with approved budgets, and act early to avoid deficits.
  • Support the Chief of Mission and project managers in building budgets for new programmes and projects.
  • Provide technical guidance to project managers throughout the project cycle to ensure compliance with IOM general and permanent instructions in administration, finance, and human resources.
  • Maintain and strengthen internal controls to protect organizational assets and cash and reduce the risk of fraud.
  • Check payroll against budgets and confirm that salary charges are allocated to the correct projects in line with IOM projectization rules.
  • Review existing processes and recommend improvements that strengthen monitoring, evaluation, control, efficiency, and effectiveness.
  • Lead the human resources function, including recommendations on recruitment and staff administration, and help resolve sensitive or complex cases in consultation with the Chief of Mission and Senior Regional Resources Management Officer.
  • Oversee supply chain services, supplier contracts, administrative services, fleet management, premises maintenance, and overall support services in the Country Office.
  • Coordinate with the Office of Legal Affairs and the Global Procurement Supply Unit for review and approval of agreements and purchase orders, including leases, construction, service agreements, and agreements with implementing partners, while ensuring correct partner and provider selection procedures are followed.
  • Supervise ICT staff to ensure adherence to relevant IOM standards, processes, rules, and regulations.
  • Train and guide local staff on IOM administrative and financial policies and procedures.
  • Represent the office in UN meetings and working groups, such as the UN Operations Management Team and ONE UN groups, when required.
  • Act as Officer-in-Charge of the Country Office when the Chief of Mission is absent.
  • Carry out other related duties as assigned.

Qualifications and experience

Applicants should hold either a master’s degree in Finance, Accounting, Business Administration, Management, or a related field from an accredited institution with at least five years of relevant professional experience, or a university degree in one of these areas with at least seven years of relevant professional experience. Professional certification such as CA, CPA, CIMA, or ACCA is considered an asset.

Relevant experience should include financial and human resources management at international level, field-based coordination with international institutions and coordination bodies, supervision of administrative control procedures, coordination of external audits, and use of corporate IT systems and software.

Required skills and knowledge

  • Working knowledge of IOM or UN financial, human resources, and supply chain rules and procedures.
  • Strong command of Microsoft Office, especially Excel.
  • Understanding of International Public Sector Accounting Standards (IPSAS).
  • Knowledge of Oracle is highly desirable.

Languages

Fluency in English, spoken and written, is required. Knowledge of another official UN language such as Arabic, Chinese, French, Russian, or Spanish is an advantage. Language proficiency may be assessed through written and/or oral tests during the selection process.

Additional notes and conditions

The eligibility criteria for Pathways Pool roles have been broadened according to the Pathways Pool guidelines. Current staff members who are in the Pathways Pool may express interest in relevant lower-grade roles. Current staff members who are not in the Pathways Pool may also express interest if their current position is to be abolished under structural adjustments and they meet the required conditions, though they must complete a Fast-Track Pathways Assessment if considered for the role.
