Role overview
JetBrains is hiring a Resource Manager focused on planning and staffing to work closely with Talent Acquisition, division leaders, HR business partners, and Finance. The role is responsible for workforce planning, headcount governance, and turning hiring demand into clear, reliable staffing outcomes.
This position connects business planning, hiring delivery, reporting, and internal mobility. While recruiters and hiring managers handle execution, this role owns the accuracy, visibility, prioritization, and predictability of the overall staffing plan.
What you will do
- Maintain departmental workforce plans covering headcount, open positions, timelines, priorities, and current status.
- Keep staffing plans current, accurate, and consistent with approved budgets, headcount allocations, and governance rules.
- Work closely with Talent Acquisition, business leaders, hiring managers, HR business partners, and Finance.
- Convert business objectives into practical staffing priorities and highlight trade-offs early when budget or capacity is limited.
- Lead role-scoping and intake conversations to define business needs, capability requirements, seniority, scope, assessment approach, and hiring timelines, while improving level alignment and forecast quality.
- Translate staffing priorities into an actionable hiring roadmap and ensure Talent Acquisition has the information and alignment needed to execute.
- Remove obstacles such as vague role definitions, unrealistic expectations, compensation gaps, interview bottlenecks, slow decisions, and process friction.
- Provide leadership with regular updates, forward-looking forecasts, and scenario-based recommendations that cover business impact, delivery risk, and corrective actions.
- Support planning and business review cycles with staffing updates, hiring outlooks, and what-if scenarios around demand, timing, attrition, and budget.
- Oversee headcount allocation, replacement decisions, and internal mobility moves so staffing reflects actual organizational needs and approved capacity.
- Recommend alternatives to external hiring when suitable, including internal mobility, temporary rotations, outsourcing or outstaffing, and role redesign.
- Strengthen staffing processes, reporting standards, data quality, and working agreements across the department.
- Encourage fair and inclusive hiring by defining roles clearly, assessing candidates consistently, and supporting diverse talent pipelines.
- Assist with senior-level or business-critical hiring processes when extra coordination is required.
Requirements
- Background in workforce planning, staffing, recruiting operations, talent operations, HR business partnering, or a similar cross-functional role linking people, planning, and execution.
- Confidence working with headcount plans, budgets, forecasts, and executive reporting.
- Ability to use data and analytics to draw conclusions, identify risk, and guide decisions.
- Understanding of hiring workflows and the factors that influence delivery, quality, and candidate experience.
- Proven ability to earn trust with senior stakeholders and push back constructively on unclear or unrealistic requests.
- Comfort operating in a fast-moving environment, managing multiple hiring tracks, and balancing strategy with hands-on work.
- Awareness of equitable and inclusive hiring practices and the ability to apply them in role design, candidate assessment, and hiring processes.
- Strong English communication skills and good judgment when handling sensitive information.
- Highly organized, dependable, and able to create structure in ambiguous situations.
Preferred experience
- Experience in a global technology company.
- Exposure to workforce planning tools or HR systems such as HRIS and ATS.
- Experience supporting internal mobility, organizational planning, or headcount governance.
- Track record of improving staffing processes, reporting, or operating rhythms at scale.
- Experience in a large, multi-team environment with many simultaneous priorities.
