Role overview
The Medical Council is hiring a permanent Research Executive at Executive Officer Grade for its Research team within the Education, Innovation & AI Directorate. The position supports the Head of Research and Regulatory Data on all duties connected to the role, contributes to projects across directorates that are usually led by the Head of Research, and may also assist the Executive Director of Education, Innovation & AI when needed.
This is a strong opportunity to build practical research experience in a regulated healthcare setting. The role involves working with large datasets, producing detailed reports, and contributing to innovative work such as shaping how the organisation analyses workforce data, complaints data, and investigations data.
Key responsibilities
- Apply quantitative research methods and tools, including SPSS, to examine large and sensitive datasets in support of the Medical Council’s research work.
- Help prepare accurate, high-quality reports, committee papers, and Council papers within agreed deadlines.
- Provide prompt and reliable analysis and information to support strategic projects across the organisation.
- Organise and coordinate meetings, including attendance, note-taking, minute drafting, and related administrative tasks.
- Support the Head of Research and the Research Manager in meeting the key performance indicators and targets set out in the research and data strategies.
- Work actively within the Medical Council’s risk framework.
- Carry out any other duties assigned from time to time.
Requirements
- Level 8 qualification on the National Framework of Qualifications in social science, psychology, health, or a related discipline.
- Demonstrated experience in both quantitative and qualitative analysis using tools such as SPSS, Stata, Python, or similar.
- Proven ability to write professional reports.
- Strong analytical ability, including the skill to gather, interpret, and assess data.
- Good problem-solving skills and the ability to methodically investigate and clarify issues.
- Clear written communication skills with the ability to contribute to report preparation.
- Self-motivated with strong enthusiasm and initiative.
- Excellent interpersonal skills and the ability to communicate effectively and build positive working relationships.
Employment details
This is a full-time permanent role. A probation period of 6 months applies.
The starting salary is €38,803, which is the first point on the Executive Officer pay scale. Serving civil or public servants may enter at a higher point depending on their current salary. Annual increments are available, subject to satisfactory performance, until the top of the scale is reached. Pay is not negotiable and may be revised in line with Government pay policy.
Executive Officer pay scale: €38,803, €40,764, €41,871, €44,030, €45,965, €47,838, €49,703, €51,534, €53,419, €55,296, €57,289, €58,624, €60,527 (LS1 after 3 years satisfactory service at the maximum), €63,227 (after 6 years satisfactory service at the maximum).
Annual leave is 23 working days plus public holidays. Working hours are 35 per week, Monday to Friday.
The Medical Council’s offices are at Kingram House, Kingram Place, Dublin 2, but are currently temporarily based at Europa House, Harcourt Street, Dublin 2. The organisation follows a hybrid working arrangement with remote work and on-site attendance required one day per week.
Pension coverage is provided through the Public Sector Scheme, with contributions starting when employment begins. Candidates already in the Public or Civil Service may be able to transfer their pension.
