Job description

Role summary

Halifax Regional Municipality is seeking a temporary full-time Remedy Analyst for a term of up to 18 months within the Community Standards & Compliance area of Community Safety. The role supports the coordination of remedy actions on private and municipal property to help bring sites into compliance with orders issued by HRM business units.

Key accountabilities

  • Draft Orders to Remedy for private properties that are not in compliance with municipal by-laws or provincial legislation, when requested by Compliance Officers.
  • Keep order records current and ensure files are properly maintained and stored.
  • Work with Compliance Officers and contractors to complete remedies and demolitions on private property in an environmentally responsible way.
  • Arrange and support tendering, site visits, inspections, and documentation of work completed by both HRM and external contractors.
  • Manage the flow of contractor quotes, purchase orders, and invoices so remedy work is processed on time and in line with contracts and standing offers.
  • Apply and release property tax liens for by-law compliance files where HRM may incur costs.
  • Prepare invoices for private property work where HRM has incurred costs to address by-law or HRM Charter violations.
  • Verify lien status for Finance when Tax Certificates are requested.
  • Handle questions from residents about active remedy files.
  • Carry out other related duties as needed.

Qualifications and experience

  • Two-year diploma in Law Enforcement, Business Administration, or a related discipline from a recognized post-secondary institution.
  • A university degree is considered an advantage.
  • At least 3 years of customer service experience.
  • At least 3 years of administrative or finance experience.
  • At least 1 year of experience in a government setting focused on by-law administration or enforcement.
  • Valid Nova Scotia driver’s licence.
  • Equivalent combinations of education and experience may be accepted, provided the equivalency is clearly demonstrated in the application.

Technical knowledge and abilities

  • Practical knowledge of Microsoft Office Suite and Adobe Acrobat.
  • Comfort handling difficult or confrontational situations and clients.
  • Strong verbal and written communication skills.
  • Well-developed organization and planning skills.
  • Understanding of by-laws and the Halifax Regional Municipality Charter.
  • Familiarity with Hansen and POSSE is an asset.

Selection process

Applicants may need to complete an employment security screening check. Testing may also be used as part of the hiring process to assess technical and job-specific knowledge, and such testing may take place in a group setting at the employer’s discretion.

Working conditions

This is a term, full-time role for up to 18 months. Standard working hours are Monday to Friday, 8:30 a.m. to 4:30 p.m., for 35 hours per week. The job is based at 7 Mellor Ave, Dartmouth, Nova Scotia.

Compensation

The wage is $37.22 per hour, aligned with NSGEU Local 222 and the NSGEU Collective Agreement.
