Regional Chief Operating Officer, Mid-Atlantic States

Overview

The Vice President of Health Plan Delivery System Operations and Chief Operating Officer (COO) leads the strategy and operational performance of a comprehensive regional healthcare delivery system within the Mid-Atlantic states. This system encompasses primary care, specialty services, ambulatory surgery centers, urgent care, regional laboratories, pharmacies, fulfillment and distribution operations, and imaging facilities that operate continuously, addressing patients with higher complexity than typical outpatient settings.

Responsible for overseeing approximately 6,000 employees and managing an annual budget of $1.5 billion, the COO partners closely with Mid-Atlantic Permanente Medical Group (MAPMG) Chief Operating Officers across primary, specialty, and acute care to drive quality, cost-effectiveness, and health outcomes aligned with strategic objectives. The role includes collaboration on hospital partnerships and integration within the regional delivery system.

Key Responsibilities

• Collaborate with physician partners in crafting and implementing strategies to establish Kaiser Permanente as the leading regional health system, setting national benchmarks for quality, service, affordability, and financial sustainability.
• Oversee the design, budget, and operational performance of healthcare delivery, ensuring clinical quality, access, member satisfaction, cost control, and profitability.
• Ensure services provide superior access through convenient locations, extended hours, timely appointments, and easy member accessibility.
• Drive optimization of capacity and productivity to improve affordability continuously.
• Implement standards and processes that yield superior clinical quality outcomes.
• Guarantee 24/7 availability of appointments, medical advice, and emergency/urgent care services.
• Coordinate integration of ancillary and support services to enhance member experience.
• Manage pharmaceutical retail and clinical services for optimal delivery.
• Develop and oversee capital planning and budgeting activities.
• Direct Quality and Regulatory leaders to maintain compliance with federal, state, and local laws, licensure requirements, quality improvement efforts, fire and safety inspections, and emergency preparedness.
• Supervise contracting and performance management for hospitals, physicians, and external providers in partnership with MAPMG physician leadership.
• Lead multiple simultaneous projects with urgency to engage the workforce in delivering optimal care for members and patients.
• Define clear accountability for service operations and ancillary units across the region, fostering collaboration to enhance performance.
• Ensure alignment between operations leaders and market/health plan administration to deliver exceptional member experiences.
• Build strong working relationships with labor partners to effectively realize the Labor Management Partnership’s objectives, emphasizing team empowerment at the unit and departmental levels.
• Promote open two-way communication, transparency, innovation, and problem-solving among management and staff to boost productivity and performance.
• Collaborate with MAPMG and Kaiser Foundation Health Plan (KFHP) functional areas to deliver market-leading performance and outcomes.
• Ensure the health plan's responsibilities are upheld through purposeful oversight of certain Medical Group activities and delegated obligations.

Qualifications

• At least eight years of senior leadership experience in an integrated healthcare delivery system with broad operational responsibilities.
• Bachelor's degree is required; a master's degree in business administration or healthcare is highly preferred.
• Demonstrated success in transforming complex operations, strategy, market development, finance, and service line planning.
• Substantial expertise in delivery system operations, facility planning, clinical and business development.
• Proven track record of collaboration with physician leaders in care provision, operations, and strategy.
• Experience managing labor relations in a unionized environment.
• Strong data analysis and problem-solving abilities, and decisive leadership skills.

• Location: Washington, DC – Capitol Hill Medical Center
• Weekly Hours: 40, Monday through Friday
• Work Hours: 8:00 AM to 5:00 PM (Day Shift)

Compensation

The salary range is $432,000 to $540,000 annually. The actual offered salary will reflect candidates' experience, education, skills, certifications, and geographic location in alignment with market data and internal equity policies.
