Masdar is a leading clean energy business from the UAE, recognized globally for its work in renewable energy and green hydrogen. Since its establishment in 2006, it has expanded into more than 40 countries, supporting the transition to cleaner power and broader sustainable development goals.
The company is jointly owned by ADNOC, Mubadala Investment Company, and TAQA. Its long-term ambition includes reaching at least 100 GW of renewable energy capacity by 2030 and producing up to 1 million tonnes of green hydrogen annually by the same year.
Role overview
This position is centered on QHSE compliance for the offshore wind Project EA3 during the operations and maintenance phase. The role supports the O&M team in building, running, and improving the QHSE management system across both onshore and offshore work, while also leading health and safety matters, contractor assurance, statutory compliance, and regulator engagement when needed.
Candidates must be based in the UK and already have the legal right to work there.
Core responsibilities
The role covers QHSE oversight for GOFSW SPV projects and broader operational support across all relevant project sites. It involves ensuring that health, safety, environmental emergency response, quality, and site safety arrangements remain compliant with both legal and business requirements.
You will help shape a stronger safety culture by challenging unsafe behavior, supporting safety leadership initiatives, and sharing practical lessons with employees, contractors, and supply chain partners. The role also includes planning and carrying out audits, inspections, and incident investigations, as well as confirming that hazards are controlled, corrective actions are completed, and contractor performance is properly monitored.
Another key focus is performance reporting and continuous improvement. You will provide regular updates on QHSE performance and support resource planning so that high health and safety standards are maintained across all locations.
The position also requires management of environmental, health, and safety activity across all GOFSW SPV project sites, development and improvement of operational QHSE plans and emergency response arrangements, and coordination with contractors, consultants, and other stakeholders to promote best practice.
Risk management is a central part of the role. You will help identify and reduce QHSE risks across all O&M tasks, manage audit and inspection activity, maintain tracking systems for incidents and observations, and support timely closure of corrective actions. You will also investigate incidents, review external investigation reports, and ensure root causes and follow-up actions are properly addressed.
In addition, you will support operational planning activities such as maintenance and marine campaigns, oversee hazard identification and emergency preparedness, and make sure statutory reporting requirements are met. The role also includes leading incident and near-miss investigations, sharing lessons learned, and embedding improvement actions into safety systems.
Stakeholder coordination is another important element. You will work with management, contractors, QHSE advisers, and relevant authorities to ensure resources are deployed effectively and project requirements are met. Oversight of contractor and consultant compliance is also expected.
The role supports Masdar’s QHSE policies and objectives and requires compliance with UK laws and regulations. You may also be asked to take part in QHSE audits, office inductions, incident reporting, and review of QHSE performance.
You will work closely with the East Anglia 3 project management team, the H&S Global Offshore Wind & UK group, and other divisions to help maintain consistent company-wide standards. In this position, you will act as Masdar’s lead health and safety and CDM representative for East Anglia 3 O&M work, with responsibility for compliance oversight, contractor assurance, risk management, and stakeholder engagement under UK legislation and company requirements.
Qualifications and experience
A bachelor’s degree in a health and safety-related field such as Environmental Science or Safety Engineering is preferred, and an electrical engineering background would be an advantage. A NEBOSH Diploma, NCRQ Diploma, or an equivalent Level 6 qualification is desirable.
Offshore survival and emergency response certification is required, including BOSIET/FOET with CA-EBS. The role also expects GWO certifications covering Working at Heights, Sea Survival, Fire Awareness, First Aid, and Manual Handling, along with a valid OGUK Offshore Medical Certificate. CDM 2015 awareness or training is also needed to understand responsibilities under UK Construction (Design and Management) regulations.
Experience-wise, the role calls for at least 5 years in QHSE, including 2–3 years in offshore operations, ideally in wind, oil and gas, or marine infrastructure. Strong experience with ISO 14001, ISO 45001, or comparable occupational health and safety systems in large projects is expected, along with a solid track record in offshore audits, inspections, and incident investigations. Familiarity with Tier 1 and Tier 2 contractors in complex offshore environments is important, and experience in offshore wind operations such as turbine maintenance, marine logistics, vessel operations, HV safety management, and contractor oversight is preferred. Exposure to onshore support facilities such as marshalling yards or fabrication sites would be an added advantage.

The ideal candidate will bring strong communication, collaboration, and interpersonal skills, along with the ability to transfer knowledge effectively to field management. The role also requires independent working ability, strong teamwork, analytical thinking, problem-solving capability, and comfort with digitalisation and data analytics. A proactive, results-driven approach, strong attention to detail, and a commitment to quality are essential. Proficiency in Microsoft Office and relevant QHSE software is also expected.
