Project Manager (PMO) – Commercial Cards Launch

Role Overview

We seek a skilled PMO / Project Manager to oversee the comprehensive launch of a Commercial Card Program. The role involves coordinating with diverse teams across product development, technology, operations, risk management, compliance, finance, marketing, and external partners to ensure a smooth process from initial planning to post-launch stabilization.

Location and Contract Details

• Situated in Singapore (Telok Blangah / Raffles Place)
• Contract period ranging from 9 to 18 months, with possibilities for extension or permanent employment
• Salary payment in USD

Primary Responsibilities

• Head PMO initiatives for end-to-end commercial card launch activities
• Create and oversee project plans, governance structures, RAID logs, key milestones, and executive-level reporting
• Coordinate cross-functional teams including Product, Technology, Operations, Risk, Compliance, Finance, and Marketing
• Lead various testing phases: System Integration Testing (SIT), User Acceptance Testing (UAT), operational readiness, cutover, and hypercare support
• Manage relationships with third-party vendors, card processors, and payment network partners
• Ensure project timelines are met while effectively handling risks, issues, and communications with stakeholders

Required Qualifications and Experience

• Between 7 to 10 years of experience in Project Management or PMO roles within Banking, Card Services, Payments, or FinTech sectors
• Proven track record of successfully delivering full card launches, issuer implementations, or card platform migrations
• Strong knowledge of the card issuing ecosystem and card lifecycle management
• Experience managing testing processes, governance, stakeholder engagement, and overall project delivery
• Exceptional communication and stakeholder management abilities
• Bachelor’s degree in Business, Finance, Technology, Engineering, or a related discipline

Preferred Skills and Certifications

• Experience with Commercial Cards, Corporate Cards, Purchasing Cards, Business Debit, or Virtual Cards
• Background in issuer processing or payment network operations
• Certifications such as PMP, PRINCE2, Agile, or Scrum
• Experience working within banking or financial institutions
