Job Purpose

This position involves overseeing the procurement and execution of major healthcare projects, primarily utilizing Public-Private Partnerships (P3) or other approved contractual frameworks.

Key Responsibilities

• Direct the procurement and implementation phases of significant healthcare projects through P3 and other contractual methods.
• Collaborate with internal and external stakeholders to resolve issues related to project staging, procurement procedures, government approvals, relationship management, and commercial concerns.
• Identify, evaluate, and develop mitigation strategies for project risks, particularly those involving commercial factors at any project stage.
• Manage projects from pre-transaction stages through RFQ/RFP procurement, construction, commissioning, and final handover to operations.
• Assist senior leadership by providing commercial guidance on contracts and crafting strategies to ensure project success.
• Coordinate with technical teams and consultants to offer commercial support throughout planning, procurement, design, and construction phases.

Required Qualifications and Experience

• Extensive practical experience leading major, complex projects, preferably in healthcare, covering transaction to construction phases.
• Educational background or professional training in Engineering, Project Management, Architecture, or a related field.
• PMP certification or actively working toward certification.
• Familiarity with P3 and traditional contract delivery methods (such as CCDC2 or CCDC5B), ideally with healthcare project experience.
• Contract administration skills are a plus.
• Proven ability managing full project lifecycles with strong business insight, including budget, scheduling, technical, financial, and legal aspects.
• Deep understanding of contract structures and legal requirements related to contracts.
• Experience leading project teams with direction on scope and ongoing stakeholder engagement.
• Skilled in mentoring project personnel including managers and coordinators.
• Strong collaborative aptitude for working with diverse stakeholders to understand and address project needs and concerns.
• Proven capability in leading senior-level project discussions focused on critical outcomes.
• Excellent analytical and problem-solving competencies for risk identification and mitigation strategy development.
